This paper considers the key issues concerning the relationship between international migration, return and development, and reviews current literature on the subject. It outlines the operational framework and research strategy used in an ongoing project based in West Africa, and looks at contemporary trends in intercontinental migration within this region. Issues discussed include: the effects on domestic labour markets and the 'brain drain' phenomenon; the return of migrants and their developmental impact; and aspects of a meso-level approach to achieve an improved understanding of this highly complex subject.
How Immigrants Contribute to Developing Countries' Economies is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The report covers the ten project partner countries.
The report argues that internal migration can play an important role in poverty reduction and economic development; internal migration should therefore not be controlled or actively discouraged. Policy should instead concern itself with ways of maximizing the potential benefits of migration to the individual concerned and society at large. While there have been few formal efforts to estimate the economic contribution of migrant labour, it is evident that many developing countries would probably not have had the roads, buildings, manufacturing and trade centres that they have today had it not been for migration.
More than twenty million migrant workers send $40 billion to their countries of origin each year, making labor second only to oil as the most important commodity traded internationally. The essays contained here deal with this unsettled sociopolitical issue--international labor migration and its relationship to economic development--seeking to determine the effects of recruitment, remittances, and return migration on labor-exporting countries. Many analysts, sending-country governments, employers, and migrant workers feel that countries with unemployed workers should, if possible, export them to countries with labor shortages. Remittances from migrants and returning workers who were trained abroad should stimulate economic growth enough to reduce unemployment and pressures to emigrate. It was projected that within a decade or less, labor-importing countries would emerge from the labor-shortage phase of their development. However, migrant workers have become a structural feature of the economies in Western Europe, the Middle East, South Africa, and the United States: emigration does not promote development in the sending countries. This collection of twelve chapters by experts in the field examines the conceptual and theoretical issues in international labor migration and looks at the relationship between migration and development in Africa, between Mediterranean countries and Europe, between Asian labor exporters and Middle Eastern importers, and the effects of emigration on Latin America and the Caribbean. In addition to comprehensive introductory and concluding sections, Conceptual and Theoretical Issues in International Labor Migration and The Unsettled Relationship between Migration and Development, the volume is divided into four additional sections that scrutinize labor migration and development in Africa, Greece, and Turkey, Asian countries, and Latin America, Mexico, and the Caribbean. The book's recurring theme states that there is no iron law of migration-induced development: recruitment, remittances, and returns do not automatically generate stay-at-home development. This first thorough and comparative treatment, with its focus on the population, social policy, labor market, language, and foreign policy implications of recent and present policies, will be invaluable for courses on refugees and migrants in sociology and comparative public policy. If the right policies are in place, labour migration can help countries respond to shifts in labour supply and demand, stimulate innovation and sustainable development, and transfer and update skills. However, a lack of international standards regarding concepts, definitions and methodologies for measuring labour migration data still needs to be addressed. This report gives global and regional estimates, broken down by income group, gender and age. It also describes the data, sources and methodology used, as well as the corresponding limitations. The report seeks to contribute to the 2018 Global Compact for Safe, Orderly and Regular Migration and to achieving SDG targets 8.8 and 10.7

State governments recognize the value diaspora populations bring to development efforts worldwide. Since 2007, the Global Forum on Migration and Development has examined ways to highlight policies and programs that can magnify the resources, both human and financial, that emigrants and their descendants contribute to development. This handbook continues that effort on the basis of earlier investigations by the book's collaborating institutions, the academic and policy literature, consultations and in-depth interviews with government officials and nongovernmental actors, and input by 62 national governments. The handbook is divided into three major parts. Each part gives concrete examples of policies and programs that have been effective, and pulls out both useful lessons and common challenges associated with the topics at hand. The pivotal question now facing many policymakers is not so much if diasporas can benefit their countries of origin but how they do so and what kinds of government policies and programs can foster these relationships.
