It should help tactical commanders choose and implement more effective programs and projects in their areas of responsibility and better understand the economic context of their efforts. It also provides suggestions on what to and what not to do, with examples from current and past operations.
This guidebook is designed to help tactical and operational level commanders plan for economic issues in their areas of responsibility (AOR). It should help the reader better understand the economic forces at work in countries and regions emerging from conflict, and the activities and tasks that U.S. Army and other military personnel may take on as they provide support to economic and infrastructure development in conflict and post-conflict settings. The document draws heavily on lessons learned in current conflicts in Iraq and Afghanistan. It seeks to be of immediate assistance to those operating in these theaters. It is also designed, however, to help inform future operations.
This book introduces the four principal sets of institutions that engage in bringing peace and relief to societies mired in violent conflicts and humanitarian crises—the United Nations and other international bodies; non-governmental organizations; civilian government agencies; and militaries. Because these institutions have distinct goals as well as overlapping mandates and activities on the ground, they do not always collaborate effectively, due in part to a lack of familiarity with how the other institutions are organized, make decisions or act on the ground. Despite declining public support for large-scale, state-building missions recently, more complex interagency efforts have evolved in partnership with host country governments. Numerous third parties continue to undertake peacebuilding, stabilization, and humanitarian relief measures around the globe. This book is intended primarily for those serving in the field, but it is also helpful to headquarters personnel and policymakers, as well as military and agency trainees and university students.
This monograph addresses the challenging topic of transition in post-conflict stability operations and is intended for a wide audience that includes military and civilian policymakers, international development experts, and scholars in academe. It is a primer, systematic review, and comprehensive assessment of the fields of research and practice. It presents and appraises the major lenses (process, authority transfer, phasing, and end state), categories (war-to-peace, power, societal, political-democratic, security, and economic), approaches, and tools under which post-conflict transitions are conceived. It lays the groundwork for both future research and greater collaboration among diverse international and local actors who operate in post-conflict environments, to develop a comprehensive definition of transition and adequate tools to address all facets of the concept. It provides recommendations for future research and improved transition policy, which include: cross-institutional (political, security, economic) and multi-level (local, regional, national) studies that explore the interdependencies between simultaneous transitions ; underlying assumptions of current transition tools and indicators ; relationships between transition and institutional resilience ; and, thresholds and tipping points between transition phases.

This book examines the effectiveness of multilateralism in ensuring collective security and, in particular, the EU’s role in this process. In 1992, shortly after the end of the Cold War, a Security Council Summit in New York reaffirmed the salience of the system of collective security and stated the determination of the Heads of State to maintain it as the prime international instrument for preserving peace. Twenty years later, however, the record of collective security as well as of multilateralism has not been very encouraging. The system of collective security, as enshrined in the United Nations (UN) Charter, failed repeatedly to accomplish its mandate in the 1990s and has led to controversial debates in the United States and Europe that reached a climax during the Iraq crisis in 2002/03. The volume draws upon both theoretical and empirical research to answer the following core questions: What are the reasons that have made multilateralism either effective or ineffective in the field of peacekeeping, peace preservation and peacebuilding? In the years after invading Iraq and Afghanistan, the US military realized that it had a problem: How does a military force set the economic conditions for security success? This problem was certainly not novel--the military had confronted it before in such diverse locations as Grenada, Haiti, Bosnia, and Kosovo.
