In Japan's Reluctant Realism , Michael J. Green examines the adjustments of Japanese foreign policy in the decade since the end of the Cold War. Green presents case studies of China, the Korean peninsula, Russia and Central Asia, Southeast Asia, the international financial institutions, and multilateral forums (the United Nations, APEC, and the ARF). In each of these studies, Green considers Japanese objectives; the effectiveness of Japanese diplomacy in achieving those objectives; the domestic and exogenous pressures on policy-making; the degree of convergence or divergence with the United States in both strategy and implementation; and lessons for more effective US - Japan diplomatic cooperation in the future. As Green notes, its bilateral relationship with the United States is at the heart of Japan's foreign policy initiatives, and Japan therefore conducts foreign policy with one eye carefully on Washington. However, Green argues, it is time to recognize Japan as an independent actor in Northeast Asia, and to assess Japanese foreign policy in its own terms.

The authors of this book have joined together for a third time to produce a book on Japanese political parties and elections. The first two books under the title of The Japanese Party System were also published by Westview Press in 1986 and 1992. This book, Japan's New Party System, has a different purpose than the previous volumes. The first two books had as their task the presentation of a vast amount of material on the various parties of the 1955-1993 party system. Since 1955, Japanese politics and parties had been rather uneventful and predictable; consequently, many Japanese political scientists preferred to study other nations. Decade after decade, the Liberal Democratic Party (LDP) ruled Japan while the permanent opposition party, the Japan Socialist Party GSP) revolved around it but could never even come close to replacing it in power on the national level. All of this changed in 1993 after the LOP split, new parties emerged and formed a non-LOP government, and a new party system began. This book is about the Second Party System and how Japanese politics has changed from the old LOP-dominated First Party System.
The Democratic Party of Japan (DPJ) came to power in 2009 with a commanding majority, ending fifty years of almost uninterrupted Liberal Democratic Party (LDP) rule. What explains the DPJ's rapid rise to power? Why has policy change under the DPJ been limited, despite high expectations and promises of bold reform? This book discusses Japanese conceptions of power and presents a complex, nuanced look at how power operates in society and in politics. It rejects stereotypes that describe Japanese citizens as passive and apolitical, cemented into a vertically structured, group-oriented society and shows how citizens learn about power in the contexts of the family, the workplace, and politics. As Japan grapples with the consequences of having one of the oldest and most rapidly ageing populations in the world, it is important for social scientists and policy makers worldwide to understand the choices it makes. Particularly as policy-makers have once again turned their attention to workers, the roles of women, families, and to immigrants as potential ‘solutions’ to the perceived problem of maintaining or increasing the working population. These studies show the ebb and flow of power over time and also note that power is context-dependent — actors can have power in one context, but not another.
