Volker Simmering shows how globalization influences the evolution of international standards and compares the roles of mandatory and voluntary standards. He investigates the problem of technological progress in networks and analyzes the resolution of conflicts within international standardization bodies. As a result, he suggests that policy intervention and the presence of adjacent institutional arrangements are likely to improve the performance of network markets, e.g. those for information technology and telecommunication.

In light of the emerging global information infrastructure, information technology standards are becoming increasingly important. At the same time, however, the standards setting process has been criticized as being slow, inefficient and out of touch with market needs. What can be done to resolve this situation? To provide a basis for an answer to this question, Information Technology Standards and Standardization: A Global Perspective paints as full a picture as possible of the varied and diverse aspects surrounding standards and standardization. This book will serve as a foundation for research, discussion and practice as it addresses trends, problems and solutions for and by numerous disciplines, such as economics, social sciences, management studies, politics, computer science and, particularly, users.

This book examines the role of experts and expertise in the dynamics of globalisation since the mid-nineteenth century. It shows how engineers, scientists and other experts have acted as globalising agents, providing many of the materials and institutional means for world economic and technical integration. Focusing on the study of international connections, Technology and Globalisation illustrates how expert practices have shaped the political economies of interacting countries, entire regions and the world economy. This title brings together a range of approaches and topics across different regions, transcending nationally-bounded historical narratives. Each chapter deals with a particular topic that places expert networks at the centre of the history of globalisation. The contributors concentrate on central themes including intellectual property rights, technology transfer, tropical science, energy production, large technological projects, technical standards and colonial infrastructures. Many also consider methodological, theoretical and conceptual issues.

This paper explores how corporations can choose technical standards used throughout its organization. A methodology for choosing the standard is introduced. It is based on the methods that professional standards organizations use to create new standards for industries. The steps to choose an external standard as well as create new internal standards are consensus, development, approvals, and maintenance. Questions about standards from Applied Materials are answered: what technical standard should be used for engineering drawings, should the company use metric units, what tolerance scheme should be used, and how are standards chosen when a merger or acquisition is performed? Applied Materials should use the ASME Y14.5M-1994 standard. The move to metric should be done if the customers request it. Simple parts and complex assemblies should not be toleranced the same way. When mergers and acquisitions are done, the consensus, development, approval, and maintenance method should be used to choose which standards should be used.
