This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. The 20 contributors comment on the pivotal role of airpower in the war with Iraq and address issues and choices facing the USAF, such as the factors that are reshaping strategies and missions, the future role and structure of airpower as an element of US power projection, and the aerospace industry's views on what the Air Force of the future will set as its acquisition priorities and strategies. The authors agree that aerospace forces will be an essential and formidable tool in US security policies into the next century. The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.
Except in a few instances, since World War II no American soldier or sailor has been attacked by enemy air power. Conversely, no enemy soldier orsailor has acted in combat without being attacked or at least threatened by American air power. Aviators have brought the air weapon to bear against enemies while denying them the same prerogative. This is the legacy of the U.S. AirForce, purchased at great cost in both human and material resources.More often than not, aerial pioneers had to fight technological ignorance, bureaucratic opposition, public apathy, and disagreement over purpose.Every step in the evolution of air power led into new and untrodden territory, driven by humanitarian impulses; by the search for higher, faster, and farther flight; or by the conviction that the air way was the best way. Warriors have always coveted the high ground. If technology permitted them to reach it, men, women andan air force held and exploited it-from Thomas Selfridge, first among so many who gave that "last full measure of devotion"; to Women's Airforce Service Pilot Ann Baumgartner, who broke social barriers to become the first Americanwoman to pilot a jet; to Benjamin Davis, who broke racial barriers to become the first African American to command a flying group; to Chuck Yeager, a one-time non-commissioned flight officer who was the first to exceed the speed of sound; to John Levitow, who earned the Medal of Honor by throwing himself over a live flare to save his gunship crew; to John Warden, who began a revolution in air power thought and strategy that was put to spectacular use in the Gulf War.Industrialization has brought total war and air power has brought the means to overfly an enemy's defenses and attack its sources of power directly. Americans have perceived air power from the start as a more efficient means of waging war and as a symbol of the nation's commitment to technology to master challenges, minimize casualties, and defeat adversaries.
The U.S. Air Force (USAF) helps defend the United States and its interests by organizing, training, and equipping forces for operations in and through three distinct domains-air, space, and cyberspace. The Air Force concisely expresses its vision as "Global Vigilance, Global Reach, and Global Power for America." Operations within each of these domains are dynamic, take place over large distances, occur over different operational timelines, and cannot be routinely seen or recorded, making it difficult for Airmen, national decision makers, and the American People to visualize and comprehend the full scope of Air Force operations. As a result, the Air Force faces increasing difficulty in succinctly and effectively communicating the complexity, dynamic range, and strategic importance of its mission to Airmen and to the American people. To address this concern, the Chief of Staff of the USAF requested that the National Academies of Sciences, Engineering, and Medicine convene a workshop to explore options on how the Air Force can effectively communicate the strategic importance of the Service, its mission, and the role it plays in the defense of the United States. Participants worked to address the issues that a diverse workforce encompassing a myriad of backgrounds, education, and increasingly diverse current mission sets drives the requirement for a new communication strategy. The demographics of today's Air Force creates both a unique opportunity and a distinct challenge to Air Force leadership as it struggles to communicate its vision and strategy effectively across several micro-cultures within the organization and to the general public. This report summarizes the presentations and discussions from the workshop.
For more than half of its existence, members of the Marine Corps largely self-identified as soldiers. It did not yet mean something distinct to be a Marine, either to themselves or to the public at large. As neither a land-based organization like the Army nor an entirely sea-based one like the Navy, the Corps' missions overlapped with both institutions. This work argues that the Marine Corps could not and would not settle on a mission, and therefore it turned to an image to ensure its institutional survival. The process by which a maligned group of nineteenth-century naval policemen began to consider themselves to be elite warriors benefited from the active engagement of Marine officers with the Corps' historical record as justification for its very being. Rather than look forward and actively seek out a mission that could secure their existence, late nineteenth-century Marines looked backward and embraced the past. They began to justify their existence by invoking their institutional traditions, their many martial engagements, and their claim to be the nation's oldest and proudest military institution. This led them to celebrate themselves as superior to soldiers and sailors. Although there are countless works on this hallowed fighting force, How the Few Became the Proud is the first to explore how the Marine Corps crafted such powerful myths.

China's rise to global economic and strategic eminence, with the potential for achieving pre-eminence in the greater-Asian region, is one of the defining characteristics of the post-Cold War period. This work offers a basic understanding of the military-strategic basis and trajectory of a rising China, provides background, and outlines current and future issues concerning China's rise in strategic-military influence. The next decade may witness China's assertion of military or strategic pressure on Japan, the Korean Peninsula, India, the South China Sea, the Taiwan Strait, Central Asia, or even on behalf of future allies in Africa and Latin America. While conflict is not a foregone conclusion, as indicated by China's increasing participation in many benign international organizations, it is a fact that China's leadership will pursue its interests as it sees them, which may not always coincide with those of the United States, its friends, and allies. Until now, no single volume has existed that provides an authoritative, comprehensive, and concise description of China's evolving geo-strategy or of how China is transforming its military to carry out this strategy. Fisher examines how China's People's Liberation Army (PLA) remains critical to the existence of the Chinese Communist government and looks at China's political and military actions designed to protect its expanded strategic interests in both the Asia-Pacific and Central to Near-Asian regions. Using open sources, including over a decade of unique interview sources, Fisher documents China's efforts to build a larger nuclear force that may soon be protected by missile defenses, modern high technology systems for space, air, and naval forces, and how China is now beginning to assemble naval, air, and ground forces for future power projection missions. At the end of the Reagan era, many in the U.S. Air Force began to express their concerns about the health of their institution. They questioned whether the Air Force had lost its sense of direction, its confidence, its values, even its future. For some, these concerns reflected nothing more than the maturation of the most youthful of America's military institutions. For others it was a crisis of spirit that threatened the hard-won independence of the Air Force. Although the diagnoses for this malaise are as numerous as its symptoms, The Icarus Syndrome points a finger at the abandonment of air power theory sometime in the late 1950s to early 1960s as the single, taproot cause of the problems. That provocative diagnosis is followed by an equally provocative prescription the Air Force must follow to regain its institutional health. Author Carl H. Builder begins with an overview of this crisis of values within the Air Force, along with a litany of concerns about what seems to have gone wrong within that institution. The history of the U.S. Air Force, along with the role played in it by air power theory, is explored and is used to support Builder's thesis. The remainder of the book is an analysis of what went wrong and when, how these wrongs might be corrected, and the challenges for Air Force leadership in the future. World-renowned economist Klaus Schwab, Founder and Executive Chairman of the World Economic Forum, explains that we have an opportunity to shape the fourth industrial revolution, which will fundamentally alter how we live and work. Schwab argues that this revolution is different in scale, scope and complexity from any that have come before. Characterized by a range of new technologies that are fusing the physical, digital and biological worlds, the developments are affecting all disciplines, economies, industries and governments, and even challenging ideas about what it means to be human. Artificial intelligence is already all around us, from supercomputers, drones and virtual assistants to 3D printing, DNA sequencing, smart thermostats, wearable sensors and microchips smaller than a grain of sand. But this is just the beginning: nanomaterials 200 times stronger than steel and a million times thinner than a strand of hair and the first transplant of a 3D printed liver are already in development. Imagine “smart factories” in which global systems of manufacturing are coordinated virtually, or implantable mobile phones made of biosynthetic materials. The fourth industrial revolution, says Schwab, is more significant, and its ramifications more profound, than in any prior period of human history. He outlines the key technologies driving this revolution and discusses the major impacts expected on government, business, civil society and individuals. Schwab also offers bold ideas on how to harness these changes and shape a better future—one in which technology empowers people rather than replaces them; progress serves society rather than disrupts it; and in which innovators respect moral and ethical boundaries rather than cross them.
