DOWNLOAD EBOOKThis book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

In Ghana very little interest was shown in the insects of forest trees and products. But as forest practices have become more intensive so also have the pests on the crops increased and the damage caused increased to alarming proportions. Foresters are now becoming in creasingly aware of the immense havoc that some of these insects can cause. To aid the fight against the pests they have to be fully identified and studied so that effective control measures can be implemented. In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. DOWNLOAD EBOOKWhile previous studies focus on lack of enforcement of forest laws, poverty, and ecological values of forest dependent people, coherent studies on people’s motivations for forest illegalities and non-compliance behavior remain scanty. Emmanuel Ametepeh argues that the systematic analysis of cause-and-effect patterns related to forest management measures and policies through the lenses of the Forest Transition Theory uncovers severe limitations. The resulting multi-complex stress factors adversely impact and hence manifest in the form of deviant compliance behavior (“syndrome”) in the management endeavor of forest-fringe people. The Author shows that motivations for forest illegalities and associated non-compliance behavior is largely an outcome of adverse experiences forest people have been subjected to as a result of historical and contemporary neglects and marginalization in the management endeavor.
