This study assesses the influence of German policy makers on EU policy and the impact of EU membership on foreign policy making at the national level. The book concludes that limitations remain on the Europeanization of German foreign and security policy and Germany's ability to play a leading role in military crisis management.
The post-Cold War era has witnessed a dramatic transformation in the German political consensus about the legitimacy of the use of force. However, in comparison with its EU and NATO partners, Germany has been reticent to transform its military to meet the challenges of the contemporary security environment. Until 2003 territorial defence rather than crisis-management remained the armed forces' core role and the Bundeswehr continues to retain conscription. The book argues that 'strategic culture' provides only a partial explanation of German military reform. It demonstrates how domestic material factors were of crucial importance in shaping the pace and outcome of reform, despite the impact of 'international structure' and adaptational pressures from the EU and NATO. The domestic politics of base closures, ramifications for social policy, financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcome of reform. The study also draws out the important role of policy leaders in the political management of reform as entrepreneurs, brokers or veto players, shifting the focus in German leadership studies away from a preoccupation with the Chancellor to the role of ministerial and administrative leadership within the core executive. Finally, the book contributes to our understanding of the Europeanization of the German political system, arguing that policy leaders played a key role in 'uploading' and 'downloading' processes to and from the EU and that Defence Ministers used 'Atlanticization' and 'Europeanization' in the interests of their domestic political agendas.

Germany's Foreign Policy of Reconciliation traces Germany's path from enmity to amity by focusing on the behavior of individual leaders, governments, and non-governmental actors. The book demonstrates that, at least in the cases of France, Israel, Poland, and Czechoslovakia/the Czech Republic, Germany has gone far beyond banishing war with its former enemies; it has institutionalized active friendship. Despite an array of predictions that Germany's foreign policy would be unable to adapt easily to the postunification, post-Cold War environment, it has in fact remained effective, even as it evolves in response to myriad challenges. Scott Erb analyzes German policy, with an emphasis on the transitions from 1980 to the present. Erb argues that Germany's success in dealing with a rapidly changing world rests on principles of multilateralism and cooperative institution building developed during the Cold War. These principles are especially well suited now, he finds, as interdependence and turbulence bring traditional notions of sovereignty and self-interest into question. Germany, he concludes, offers a sound model of foreign policy in an age of globalization.
Foreign and security policy have long been removed from the political pressures that influence other areas of policymaking. This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.
The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.
This book explores the political and social dynamics of the bilateral relations between Germany and Poland at the national and subnational levels, taking into account the supranational dynamics, across such different policy areas as trade, foreign and security policy, energy, fiscal issues, health and social policy, migration and local governance. By studying the impact of the three explanatory categories – the historical legacy, interdependence and asymmetry – on the bilateral relationship, the book explores the patterns of cooperation and identifies the driving forces and hindering factors of the bilateral relationship. Covering the Polish–German relationship since 2004, it demonstrates, in a systematic way, that it does not qualify as embedded bilateralism. The relationship remains historically burdened and asymmetric, and thus it is not resilient to crises. This book will be of key interest to scholars and students of European and EU Politics, German politics, East/Central European Politics, borderlands studies, and more broadly, for international relations, history and sociology.
