The deployment of a large number of soldiers, police officers and civilian personnel inevitably has various effects on the host society and economy, not all of which are in keeping with the peacekeeping mandate and intent or are easily discernible prior to the intervention. This book is one of the first attempts to improve our understanding of unintended consequences of peacekeeping operations, by bringing together field experiences and academic analysis. The aim of the book is not to discredit peace operations but rather to improve the way in which such operations are planned and managed.
This book expands the inquiry of United Nations peace operations to incorporate their effects on the equality of the host state. Thereby, the study enhances our ability to trace changes in the power balance between men and women and systematically explores the effects on the power-relation in Timor-Leste 1999-2006.
The volume is the first comprehensive overview of multiple theoretical perspectives on UN peace operations, with two main uses. In 1999, after 24-years of violent military occupation by Indonesian forces, the small country of Timor-Leste became host to one of the largest UN peace operations. The operation rested on a liberal paradigm of statehood, including nascent ideas on gender in peacebuilding processes. This book provides a critical feminist examination of the form and function of a gendered peace in Timor-Leste. Drawing on policy documents and field research in Timor-Leste with national organisations, international agencies and UN staff, the book examines gender policy with a feminist lens, exploring and developing a more complex account of ‘gender’ and ‘women’ in peace operations. It argues that gendered ideologies and power delimit the possibilities of building a gender-just peace, and contributes deep insight into how gendered logics inform peacebuilding processes, and specifically how these play out through the implementation of policy that explicitly seeks to reorder gender relations at sites in which peace operations deploy. By utilising a single case study, the book provides space to examine both international and national discourses, and contextualises its analysis of Women, Peace and Security within local histories and contexts. The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. This volume explores the implementation of key gender policies in international peace and security, following the adoption of UN Security Council resolution 1325 in October 2000, the first thematic resolution on Women, Peace and Security. How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. By engaging with both empirics and critical theory, the authors of this edited volume make important contributions to the gender, peace and security agenda. They identify some of the problems of implementing UNSC 1325 and offer a sobering assessment of progress of implementation and insights into how to advance our understanding through systematic research. Many of the chapters are focused on operational aspects of UNSCR 1325, but all also engage with the theoretical underpinnings of UNSCR 1325 to bring forth central debates on more fundamental challenges to the development of knowledge in the fields of gender, peace and security. This book investigates to what extent UNSCR 1325/WPS agenda has functioned in practice, to advance women’s equality and empowerment in the peacekeeping context and beyond. The book examines whether widespread implementation of UNSCR 1325 and the broader WPS agenda via gender mainstreaming in UN operations has translated into increased gender equality in peacekeeping operations, the broader UN institutional context and, by extension, the host countries in which missions are situated, via norm dissemination. The book investigates this via a review of the implementation of UNSCR1325 in the operations chosen as research sites over three snapshot years. The book undertakes a comparative analysis that scrutinizes if, how and under what conditions gender mainstreaming has succeeded as a strategy to advance gender equality by analyzing the factors/conditions that have led to successful gender mainstreaming across the operational context, and those that have impeded this outcome. The book concludes that, despite rhetorical commitments to women’s equality in peacekeeping since the passage of UNSCR 1325, progress on the ground has remained minimal, and that the operational environment continues to be discriminatory against women. Both quantitatively and qualitatively, women do not participate as equal partners in peacekeeping and continue to have less access to resources and decision-making power, overall. The book interrogates that by exploring the spaces available within law, policy and practice of the UN to pursue the human rights agenda of gender equality and considers whether UNSCR 1325 has enlarged those spaces. It also points to the irony of internal UN structures failing to adequately adapt to their own gender mainstreaming mandates, while those same structures have delivered some gender equality mandates successes externally, at local levels. Women and Gender Perspectives in the Military compares the integration of women, gender perspectives, and the women, peace, and security agenda into the armed forces of eight countries plus NATO and United Nations peacekeeping operations. This book brings a much-needed crossnational analysis of how militaries have or have not improved gender balance, what has worked and what has not, and who have been the agents for change. The country cases examined are Sweden, the Netherlands, Canada, the United States, the United Kingdom, Israel, Australia, and South Africa. Despite increased opportunities for women in the militaries of many countries and wider recognition of the value of including gender perspectives to enhance operational effectiveness, progress has encountered roadblocks even nearly twenty years after United Nations Security Council Resolution 1325 kicked off the women, peace, and security agenda. Robert Egnell, Mayesha Alam, and the contributors to this volume conclude that there is no single model for change that can be applied to every country, but the comparative findings reveal many policy-relevant lessons while advancing scholarship about women and gendered perspectives in the military.
