Higher education helps learners acquire the knowledge and skills they need to lead productive working lives, and it sparks the innovation that fosters economic growth and social progress. However, creating higher education systems that operate at a high level of research and teaching quality, with responsiveness to social and labour market demands, requires effective public policies and institutional practices.
Originally published in 1999, Higher Education in the Post-Communist World focuses on specific public universities during their, and their nations’ early transition years (1989-1995) from communism to democracy and the changes from centrally planned, to free-market economies. The book offers a detailed view of universities in transition rather than case studies of entire systems of higher education, providing an opportunity for readers to understand the national politico-economic transition on higher education– individual faculty, students, and administrator; departments; and university – in a more immediate way than a system-wide approach would. The book presents information on specific universities and how the demise of the Soviet Union affected the governance, finance, faculty, students, and curriculum in several post-communist countries.

This paper presents key findings of the Financial System Stability Assessment for the Slovak Republic, including Reports on the Observance of Standards and Codes on Monetary and Financial Policy Transparency, and Banking Supervision. Successful stabilization and an ambitious structural reform program since 1998 and the rehabilitation and privatization of the public banks in the Slovak Republic have produced a banking and financial sector that appears to be robust to a range of macroeconomic or financial sector shocks. Banking supervision is weak, but the National Bank of Slovakia has launched a medium-term program to strengthen it.

Governing Cross-Border Higher Education examines the role of governments in relation to three key aspects of international education: student mobility; migration of international students; and transnational provision through collaboration or branch campuses.
