The importance of effective and well-planned presidential transitions has long been understood. The Presidential Transition Act of 1963 provided a formal recognition of this principle by providing the President-elect funding and other resources "To promote the orderly transfer of the executive power in connection with the expiration of the term of office of a President and the Inauguration of a new President." The Act received minor amendments in the following decades, but until 2010 all support providedwas entirely post-election. The Pre-Election Presidential Act of 2010 changed this by providing pre-election support to nominees of both parties. Its passing reinforced the belief that early transition planning is prudent, not presumptuous. The first part of this book presents a fresh and encouraging report on the state of racial integration in America's neighborhoods. It shows that while the majority are indeed racially segregated, a substantial and growing number are integrated, and remain so for years. Still, many integrated neighborhoods do unravel quickly, and the second part of the book explores the root causes. Instead of panic and white flight causing the rapid breakdown of racially integrated neighborhoods, the author argues, contemporary racial change is driven primarily by the decision of white households not to move into integrated neighborhoods when they are moving for reasons unrelated to race. Such white avoidance is largely based on the assumptions that integrated neighborhoods quickly become all black and that the quality of life in them declines as a result. The author concludes that while this explanation may be less troubling than the more common focus on racial hatred and white flight, there is still a good case for modest government intervention to promote the stability of racially integrated neighborhoods. The final chapter offers some guidelines for policymakers to follow in crafting effective policies.

In the 1960s, only 10% of peace agreements included some element of political-military accommodation – namely, military integration. From Burundi to Bosnia to Zimbabwe, that number had increased to over 50% by the 2000s. However, relatively little is understood about this dimension of power-sharing often utilized during war-to-peace transitions. Through an examination of the case of South Sudan between 2006 and 2013, this book explores why countries undergoing transitions from war to peace decide to integrate armed groups into a statutory security framework. This book details how integration contributed to short-term stability in South Sudan, allowing the government to overcome wartime factionalism and consolidate political-military power prior to the referendum on self-determination in 2011. It also examines how the integration process in South Sudan was flawed by its open-ended nature and lack of coordination with efforts to right-size the military and transform the broader defense sector, and how this led the military to fragment during periods of heightened political competition. Furthermore, the book explains why integration ultimately failed in South Sudan, and identifies the wider lessons that could be applied to current or future war-to-peace transitions.
