DOWNLOAD EBOOKThis book is a joint project of the Utah Division of Indian Affairs and the Utah State Historical Society. It is distributed to the book trade by Utah State University Press. The valleys, mountains, and deserts of Utah have been home to native peoples for thousands of years. Like peoples around the word, Utah's native inhabitants organized themselves in family units, groups, bands, clans, and tribes. Today, six Indian tribes in Utah are recognized as official entities. They include the Northwestern Shoshone, the Goshutes, the Paiutes, the Utes, the White Mesa or Southern Utes, and the Navajos (Dineh). Each tribe has its own government. Tribe members are citizens of Utah and the United States; however, lines of distinction both within the tribes and with the greater society at large have not always been clear. Migration, interaction, war, trade, intermarriage, common threats, and challenges have made relationships and affiliations more fluid than might be expected. In this volume, the editor and authors endeavor to write the history of Utah's first residents from an Indian perspective. An introductory chapter provides an overview of Utah's American Indians and a concluding chapter summarizes the issues and concerns of contemporary Indians and their leaders. Chapters on each of the six tribes look at origin stories, religion, politics, education, folkways, family life, social activities, economic issues, and important events. They provide an introduction to the rich heritage of Utah's native peoples. This book includes chapters by David Begay, Dennis Defa, Clifford Duncan, Ronald Holt, Nancy Maryboy, Robert McPherson, Mae Parry, Gary Tom, and Mary Jane Yazzie. Forrest Cuch was born and raised on the Uintah and Ouray Ute Indian Reservation in northeastern Utah. He graduated from Westminster College in 1973 with a bachelor of arts degree in behavioral sciences. He served as education director for the Ute Indian Tribe from 1973 to 1988. From 1988 to 1994 he was employed by the Wampanoag Tribe in Gay Head, Massachusetts, first as a planner and then as tribal administrator. Since October 1997 he has been director of the Utah Division of Indian Affairs.

These questions have become increasingly complex in the past several decades, and federal legislation and the rise of tribal-owned casinos have raised the stakes in the ongoing debate. In this revealing study, historian Mark Edwin Miller describes how and why dozens of previously unrecognized tribal groups in the southeastern states have sought, and sometimes won, recognition, often to the dismay of the Five Tribes—the Cherokees, Chickasaws, Choctaws, Creeks, and Seminoles. Miller explains how politics, economics, and such slippery issues as tribal and racial identity drive the conflicts between federally recognized tribal entities like the Cherokee Nation of Oklahoma, and other groups such as the Southeastern Cherokee Confederacy that also seek sovereignty. Battles over which groups can claim authentic Indian identity are fought both within the Bureau of Indian Affairs’ Federal Acknowledgment Process and in Atlanta, Montgomery, and other capitals where legislators grant state recognition to Indian-identifying enclaves without consulting federally recognized tribes with similar names. Miller’s analysis recognizes the arguments on all sides—both the scholars and activists who see tribal affiliation as an individual choice, and the tribal governments that view unrecognized tribes as fraudulent. Groups such as the Lumbees, the Lower Muscogee Creeks, and the Mowa Choctaws, inspired by the civil rights movement and the War on Poverty, have evolved in surprising ways, as have traditional tribal governments. Describing the significance of casino gambling, the leader of one unrecognized group said, “It’s no longer a matter of red; it’s a matter of green.” Either a positive or a negative development, depending on who is telling the story, the casinos’ economic impact has clouded what were previously issues purely of law, ethics, and justice. Drawing on both documents and personal interviews, Miller unravels the tangled politics of Indian identity and sovereignty. His lively, clearly argued book will be vital reading for tribal leaders, policy makers, and scholars.

Focusing on the University System of Georgia and two of its public colleges in Savannah, one a historically segregated white college and the other a historically Black college, Annie S. Mendenhall shows how desegregation enforcement promoted and shaped writing programs by presenting literacy remediation and testing as critical to desegregation efforts in southern and border states. Formerly segregated state university systems crafted desegregation plans that gave them more control over policies for admissions, remediation, and retention. These plans created literacy requirements—admissions and graduation tests, remedial classes, and even writing centers and writing across the curriculum programs—that reshaped the landscape of college writing instruction and denied the demands of Black students, civil rights activists, and historically Black colleges and universities for major changes to university systems. This history details the profound influence of desegregation—and resistance to desegregation—on the ways that writing is taught and assessed in colleges today. Desegregation State provides WPAs and writing teachers with a disciplinary history for understanding racism in writing assessment and writing programs. In Listening to Rosita, Villarreal seeks answers by pursuing the story of a small group of Tejana singers and entrepreneurs in Corpus Christi, Houston, and San Antonio—the “Texas Triangle”—during the mid-twentieth century. Ultimately she recovers a social world and cultural landscape in central south Texas where Mexican American women negotiated the shifting boundaries of race and economics to assert a public presence. Drawing on oral history, interviews, and insights from ethnic and gender studies, Listening to Rosita provides a counternarrative to previous research on la música tejana, which has focused almost solely on musicians or musical genres. Villarreal instead chronicles women’s roles and contributions to the music industry. In spotlighting the sixty-year singing career of San Antonian Rosita Fernández, the author pulls the curtain back on all the women whose names and stories have been glaringly absent from the ethnic and economic history of Tejana music and culture. In this oral history of the Tejana cantantes who performed and owned businesses in the Texas Triangle, Listening to Rosita shows how ethnic Mexican entrepreneurs developed a unique identity in striving for success in a society that demeaned and segregated them. In telling their story, this book supplies a critical chapter long missing from the history of the West.
