Five educational researchers, coming from a variety of higher education institutions, academic disciplines, and cultural backgrounds, met together over a three-year period to discuss the present and future of doctoral education and training in the field of education. Their hope was that the product of their discussions would enable educators and policy makers around the world to rethink, restructure, and even design new programs to prepare the rising generation of educational researchers in their countries. These differences in academic, national, and institutional perspectives led to a variety of ways, even conflicting ones, in which the quality of doctoral education and training could be improved. Based on our discussion, we came to the conclusion that there are no universal solutions to the problems involved in setting up and operating a quality doctoral program. Rather, educators would be wise to be aware of the alternatives at their disposal and make informed choices based on an understanding of the larger societal and political contexts in their states, regions, or nations. To facilitate this decision-making process, we have chosen to conclude with a set of key questions that should be addressed by those seeking to examine and improve their doctoral programs in education and briefly describe some of the alternative ways of answering these questions. Instead of passively absorbing a unified position, then, the reader is invited to join the dialogue that has taken place (and is still taking place) between and among the authors. To exemplify such a dialogue, each chapter is followed by one or two commentaries written by members of the group. We would encourage the reader to write commentaries on the individual chapters (and perhaps the commentaries), thereby engaging in a dialogue with the authors on a fairly personal level.

Esta obra nos llevará a un recorrido que inicia en la zona costera de Chiapas y pasa por los estados del centro hasta llegar a la zona Yaqui de Sonora, exponiendo situaciones de rezago social y académico al tiempo que propone algunas alternativas innovadoras para enfrentar las situaciones de vulnerabilidad, violencia y exclusión sistemática de las que son objeto las infancias mexicanas. Sirva este primer volumen como un paso firme en el trayecto que habremos de caminar juntos para lograr que las primeras infancias mexicanas se desarrollen en plenitud, procurando espacios para que su voz sea escuchada y donde reciban un cuidado amoroso y sensible.

In this volume fourteen fellows of the International Academy of Education, whose research work is known internationally, reflect upon the ways in which their careers have been shaped by early family influences, by random events and surprise opportunities, and by nascent intellectual interests and academic mentoring. The authors come from many different countries (Australia, Belgium, Cyprus, Germany, Greece, Israel, Mexico, South Africa, and the USA), and from a number of disciplinary or intellectual orientations including curriculum development, economics, educational measurement and statistical analysis, history, philosophy, policy analysis, program evaluation, psychology, and sociology. They come from diverse social and cultural backgrounds; and in many cases rose above the travails presented by wars, social unrest, and social injustice to attain an education that launched them eventually into a research career. On this path, many were unexpectedly assisted by established researchers who served as mentors or “enablers.” Their personal stories, then, are of broad interest – and may even be a source of comfort and inspiration to younger colleagues who are commencing their careers in the international educational research community.

Implementing a National Assessment of Educational Achievement, the third volume in the five-part National Assessments of Educational Achievement series, focuses on practical issues in the implementation of a national assessment. These include the representation of key educational stakeholders, required personnel and facilities, and the sequence of administrative activities in implementing an assessment. Particular attention is focused on sampling, such as defining the population to be assessed, elements of sampling theory, and the selection of schools and students to take part in an assessment. Readers are guided through the selection of a sample by working on a set of concrete tasks presented in the text, using data files in an accompanying CD. One section of Volume 3 is devoted to typical tasks involved in preparing, validating and managing data. Users are expected to develop competence in data preparation skills by carrying out the practical exercises in the CD. For decades, Mexican leaders and scholars as well as outside observers have spoken of a Mexican university system in crisis, expressing concern over student political activism and violence, declining quality of instruction and facilities, crowded campuses, and lack of employment for graduates. When the government harshly suppressed a student movement in 1968, world attention focused on the turmoil that was endemic in university life. During the severe economic slump of the 1980s, the fundamental weaknesses of the Mexican economy—its inefficiency and inability to compete in the world—were often attributed to failings of the university system. Using original quantitative data on the graduates of all Mexican universities in a dozen major professional fields since 1929, the author explores the nature of this purported "crisis" by examining a series of questions about the Mexican university system: How have the changing policy priorities of the Mexican government affected the university’s education of professionals? How have the Mexican economy’s needs for professionals shaped the functioning of the university system? Has Mexico trained "enough" professionals? Have they been trained in the "right" fields? Has the university been able to respond to demands for upward mobility through higher education? The author’s detailed analysis reveals a paradox: to the extent that Mexican universities may not be producing the kinds of expertise needed for competing in the new global marketplace, that educational quality has declined gradually over time, and that the university has not contributed much to social mobility, one may indeed speak of a crisis. Yet because the university system has reached its present form in response to demands placed on it be government, the economy, and society, responding pragmatically to circumstances beyond its control, the author concludes that the crisis is not fundamentally a university crisis, but rather one that lies in Mexican economy and society at large.
