The Illinois Interstate highway network is deteriorating rapidly due to its age and heavy truck loadings. Unfortunately, the funds required for rehabilitation far exceed the available funds. The Illinois Department of Transportation (IDOT) faces many difficult decisions concerning prioritizing rehabilitation projects and anticipating future pavement conditions and rehabilitation needs. To assist IDOT in making these decisions, three analyses were conducted using the ILLINET pavement network rehabilitation management program. The first of these was an analysis of the accuracy of ILLINET' s pavement condition prediction models. The second was an analysis of the remaining life of each of the more than 1200 pavement sections in the Illinois Interstate network. The third was a comparison of the rehabilitation needs predicted by ILLINET to IDOT' s latest multi-year program. The results of these analyses are of immediate practical use to IDOT in forecasting pavement rehabilitation needs for individual pavement sections, Interstate routes, and the entire Interstate network.

More than 60% of Illinois' Interstate concrete pavements have already been overlaid with asphalt, and by some estimates nearly 100% of Illinois' Interstate system (excluding recently constructed and reconstructed sections) are expected to have been overlaid at least once by the year 2000. Evaluation and rehabilitation of asphalt-overlaid concrete (AC/PCC) pavements have therefore become increasingly prominent and pressing concerns. Project IHR-532 is a cooperative research study between the Illinois Department of Transportation and the University of Illinois entitled "Rehabilitation of Asphalt-Overlaid Concrete Pavements". The objective of this study is to develop practical guidelines for evaluation and rehabilitation of AC/PCC pavements. These guidelines have been developed and presented in five reports which encompass AC/PCC pavement deterioration and survival, evaluation, rehabilitation, and selected case studies. This final report presents a summary of these guidelines.

This report presents findings on the past, present, and expected future performance and rehabilitation needs of the pavement on the Interstate 1-80 highway corridor that transverses northern Illinois. The results presented herein cover the time period from initial construction in the 1960's through 2015. The objective of this study is to provide information for lDOT management and engineers to assist in maintaining this critical east-west highway in operating condition and to determine the funding needed for long-term planning and programming. The results are also useful in planning a future rehabilitation strategy to minimize disruption to the traveling public.
