This is the era of flexibility. Under constant pressure to be adaptable, organizations increasingly adopt employment practices such as zero-hours contracts, the casualization of the workforce and the use of temporary and agency labour. These flexible practices are central to debates about the changing nature of job quality and its causes, trends and consequences. Arguing that job quality is central to understanding contemporary work, this book explores the internal and external pressures for flexibility in workplaces, professions and sectors and how this pressure shapes workers’ experiences of job quality. By studying job quality dynamics via case studies from organizations and occupations in the UK, Poland, Belgium and Sweden, the volumes illustrates the diversity of practices and experiences, as well as market pressures and institutional arrangements which effect working lives. Finally, the editors propose a policy debate on the new concept "flexiquality" - a combination of flexibility and job quality that can be beneficial for both management and workers.
The economic crisis has highlighted major shortcomings in the EU flexicurity strategy which, although suitable to tackle structural unemployment in a period of economic growth, it proved unable to stand the impact of the recession, which requires specific measures to maintain employment. Against this background, the authors of the present papers, which were presented at the International Scientific Conference “Labour Market of the 21st Century: Looking for Flexibility and Security”, on the occasion of the 370th Anniversary of the establishment of Vilnius University’s Faculty of Law, that took place on 12–14 May 2011, investigate the development of labour regulation in the 21st century, with particular reference to the relation between flexibility and security and to the need to strike a balance between these two elements. The contributions address the issue in a comparative and transnational perspective and provide some insights into the development of national models of flexibility and social security.
With the onset of the recession in 1990, job security has moved to the forefront of labor market concerns in the United States. During economic downturns, American employers rely heavily on layoffs to cut their work force, much more than do their counterparts in other industrialized nations. The hardships imposed by these layoffs have led many to ask whether U.S. workers can be offered more secure employment without burdening the companies that employ them. In this book, Katharine Abraham and Susan Houseman address this question by comparing labor adjustment practices in the United States, where existing policies arguably encourage layoffs, with those in Germany, a country with much stronger job protection for workers. From their assessment of the German experience, the authors recommend new public policies that promote alternatives to layoffs and help reduce unemployment. Beginning with an overview of the labor markets in Germany and the United States, Abraham and Houseman emphasize the interaction of various government policies. Stronger job security in Germany has been accompanied by an unemployment insurance system that facilitates short-time work as a substitute for layoffs. In the United States, however, the unemployment insurance system has encouraged layoffs and discouraged the use of work-sharing schemes. The authors examine the effects of job security on the efficiency and equity of labor market adjustment and review trends in U.S. policy. Finally, the authors recommend reforms of the U.S. unemployment insurance system that include stronger experience rating and an expansion of short-time compensation program. They also point to the critical link between job security and the system of worker training in Germany and advocate policies that would encourage more training by U.S. companies.
Examining how youths in fourteen industrialized societies make the transition to adulthood in an era of globalization and rising uncertainty, this collection of essays investigates the impact that institutions working with social groups of youths have upon those youths' abilities to make adult decisions determining their life courses. Exacerbated by the Great Recession, youth transitions to employment and adulthood have become increasingly protracted, precarious, and differentiated by gender, ethnicity, and socioeconomic status. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.
As labour markets become more flexible, employment security is negativelyaffected. Protected formal employment has fallen, and various kinds of non-standardemployment have emerged. This paper explores some conceptual and related empiricalissues surrounding employment security in the light of recent developments in thelabour market. It takes into account subjective and objective elements of employmentsecurity, and differentiates between contractual, behavioural and governance indicatorsat the national, enterprise and individual levels.
Reviews and discusses the main characteristics of short-time schemes available in the EU. Highlights the risk that a prolonged use of short-time work supports the demand of declining sectors, eventually delaying their restructuring, especially when the costs of labour reallocation are low and the incentives to restructure high, because the opportunity costs of foregone output is lower in recessions than in booms.
