Excerpt from A Report on Flax Culture for Seed and Fiber in Europe and America It is believed that a statement of the circumstances under which the facts presented in the following pages were obtained will be of special interest to those interested in the Subject as affording evidence that unusual opportunities were enjoyed and availed of in gathering the information on which this report is based. The writer Spent six months in Europe during the season of 1889 under a commission from the Department of Agriculture which, among other things, required him to make a special study of foreign practices of methods of fiber culture, chiefly of flax and hemp, and to investigate machinery for the cleaning of these fiber plants, as well as the important machines or. Processes for the decortication of ramie, Being officially connected with the American commission to the Paris Exposition, many facili ties were afforded to the writer in the pursuit of this undertaking which might not otherwise have been available, and by means of which much valuable information was secured. After the close of his work in behalf of the American commission, the inquiries were continued under an appointment as Special agent of the Department, an appointment continued after the writer's return to the United States in November of that year, when a special line of investigation was entered upon in this country in Order to secure a knowledge of the status of the flax-fiber industry in the United States with a view to its reestablishment here.
