This book argues that fiscal federalism will consistently deliver on its governance promises only when democratic decentralization is combined with the integration of political parties. It formalizes this argument and, using new data on subnational political institutions, tests it with models of education, health, and infrastructure service delivery in 135 countries across 30 years. It also presents comparative case studies of Senegal and Nigeria. The book emphasizes that a “fine balance” in local governance can be achieved when integrated party structures compensate for the potential downsides of a decentralized state.

This book is a collection of scholarly essays from some of Nigeria’s most notable social science scholars on the character, contours, and peculiarities of democratic practices in Nigeria’s fourth attempt at constitutional rule after years of brutally absolutist military regimes. The Fourth Republic began in 1999 and continues to this day. It is coterminous with the restoration of constitutional rule after 16 years of sustained military rule, which represents the longest stretch of democratic self-rule since Nigeria won independence from British colonialism in 1960. The chapters in this book contain scholarly insights into the pitfalls of governance, institutional dysfunctions and foundational woes that continue to threaten the vitality of the Fourth Republic. Contributors to the book offer critical theoretical lenses to gaze at the decline in democratic citizenship, weakening of faith in the promises of democracy, loss of critical media engagement with the state, and deterioration of the socio-political fortunes of the state in Nigeria.

The single chapters are based on comparative investigations under the umbrella of a broad definition of fiscal federalism that includes all varieties of federal systems.
Twenty essays by four generations of Nigerian scholars are included in this volume, the first to examine the historical, political, economic and comparative dimensions of attempts by the military to restructure the Nigerian federation. Evidence is accumulated in support of the book's central thesis that autocratic rule is antipathetic to the sustenance of genuine federal practice, and that federal restructuring initiated under the tight control of repressive governments cannot but lead to a situation in which federalism is assaulted, if not dismantled. It is argued that, in such a context, the vending of a federal doctrine becomes more or less an exercise in the propagation of false consciousness in the service of power - portraying a picture of divided power to hide the reality of undivided power.
