The project, titled Fracture ResistanceofSteelsfor Containers of Spent Nuclear Fuel, was focused (i) on the generation of data needed for the qualification procedure of a new container introduced by Skoda Nuclear Machinery and (ii) on a number of topics of scientific nature associated with the interesting field of transferability of fracture mechanical data-, It has been found during numerous conference presentations of project results that the knowledge developed within the project would be more attractive when published in a more comprehensive form. This was the reason why the final project workshop was arranged as a meeting of project collaborators and contributing invited experts working in very similar field. The main scope of the final project workshop, titled Transferability of Fracture Mechanical Data and held in Brno from 5 to 6 November 200I, was to bring together project collaborators with a number of invited international experts, both covering the spectrum of topics solved within the project and reviewing the project results in the presence ofthese specialists. A totalof34 colleagues from 7 European countries and the USA participated in the workshop.

The quantity control is implemented by auctioning licenses for the restricted input (e.g., a pollution permit or a production license). The paper shows that liberalizing the quantity control could reduce investment in the industry under certain circumstances. Furthermore, the level of investment is quite different when licenses are tradable than when they are not. Key factors in the comparison include the elasticity of demand for the final good and the degree of input substitutability. Two examples are computed to illustrate the results.

DOWNLOAD EBOOKThe principle of transferable groundwater rights is that by making water rights capable of being traded in the market, water resources can be used more sustainably and efficiently. Groundwater would achieve its economic value, by switching from the high volume-low value irrigation, which is prevalent with many farmers, particularly in South Asia, to low volume-high value urban supply or the growing of intensive horticultural or cash crops. This book discusses transferable groundwater rights in their broader context. It starts with a detailed description of the physical aspects of groundwater, which non-technical readers should find useful, followed by a discussion of legal and economic aspects. Water transfers and the international experiences in transferable groundwater rights are dealt with in detail in two subsequent chapters. A model is presented to guide those involved in water resources management and planning in their decision process to introduce transferable groundwater rights and water rights trading. The author concludes that transferable groundwater rights potentially offer a better alternative to land-based water rights systems. However, he casts serious doubt on whether groundwater rights trading on its own can achieve water resources sustainability, environmental protection and social equity. Government intervention seems to be almost always needed to assist the water rights market and take responsibility for any of its adverse consequences.
