"This paper will examine the roles that committees, party leaders, and partisanship have played in the progress of this bill. I will attempt to answer several key questions that will provide you with an understanding of the tensions between party leaders and committee chairs as well as discuss how those tensions have evolved over the course of the 20th century. I will also talk about how the committee chair and committee members have facilitated or inhibited the consideration of this bill. I will discuss how this bill has passed through each of the respective committees and discuss the role that each party leader (majority/minority) played, if any, in getting this bill debate passed committee.
