By 2000, a ruthless military regime had ruled Myanmar for more than a decade, polarising opinion inside and outside Burma/Myanmar — with Western countries locked into non-UN sanctions and Asian countries and the rest of the world locked into unenthusiastic cooperation with Myanmar. While the United Nations and its agencies faced numerous obstacles as they sought to encourage national reconciliation in Myanmar, conditions in Myanmar were slowly starting to change. With a reform faction in charge, the military regime itself after 1999 slowly began experimenting with modest changes, before committing in 2008 to transfer power via a constitutional referendum and national elections, both of which it effectively controlled. This book provides the first eyewitness account of the early reform experiments.

Burma (Myanmar) is a Southeast Asian country that is emerging from crisis after more than a half century of hard-line military rule and cultural, diplomatic and economic isolation. With the dissolution of its military regime, the State Peace and Development Council, in 2011, a formally civilian but military-dominated constitutional government was inaugurated. By 2012, Burma’s president, retired General Thein Sein, had established a working relationship with Daw Aung San Suu Kyi, the leader of the country’s pro-democracy movement since 1988, and after a 2012 by-election she and members of her opposition party, the National League for Democracy (NLD), entered the new Union Parliament as legislators. However, even with the election victory of Daw Suu Kyi and the NLD in the General Election of November 2015, Burma faces daunting challenges: it is still one of the poorest countries in Southeast, fissured by longstanding ethnic conflicts that have made a nationwide peace agreement elusive and its people’s security and the environment are threatened by foreign economic exploitation. Religious discord is also widely evident, as Buddhist militants instigate violence against the country’s religious minorities, especially Muslims. Today Burma’s prospects are the most hopeful they have been for over half a century, as the country takes steps along the road to a more open society and economy. This edition of the Historical Dictionary of Burma (Myanmar) encompasses not only current developments, but also Burma’s over 1,500 years-old recorded history and the most important features of its cultures, ethnicity, religions, society and economy. This is done through achronology, an introduction, and an extensive bibliography. Andrew Selth has been watching Myanmar for 50 years. During this time, he has published 10 books and more than 400 other works about the country. In 2020, he released a collection of almost 100 articles that had been posted on the Lowy Institute’s Interpreter website. This second anthology brings together another 72 articles, written for a range of outlets between 2007 and 2023. This period saw the installation of a “disciplined democracy” under Aung San Suu Kyi, the 2021 military coup, and the country’s descent into a bitter civil war. Many of the articles in the book deal with international relations and security issues, but there are also works on Myanmar’s history, politics and culture, as well as some personal reminiscences. It lists a wide selection of works on or about Myanmar published in English and in hard copy since the 1988 pro-democracy uprising, which marked the beginning of a new era in Myanmar’s modern history. This book explores middle power engagement in peace processes through the cases of Australian, Japanese and Norwegian engagement in Myanmar’s peace process, a core event in Myanmar’s contemporary recent political history. The book asks to what extent, and how, middle powers have engaged in Myanmar’s peace process as a form of peacemaking entrepreneurship. Underpinning this study is a concern for the lack of clarity surrounding the middle power concept. Traditional conceptions of middle powers, steeped in idealist thinking, locate such states as capable peacemakers, without elucidating the motivations that drive middle powers to peacemaking beyond mere status seeking. Drawing on recent fieldwork interviews from within Myanmar as well as political economy literature, the author scrutinises this notion while concomitantly offering an incisive analysis of Myanmar’s peace process. Based on the Myanmar context, the book argues that middle powers can better be conceptualised as "peace-making entrepreneurs," as actors that use peacemaking as an instrumental tool to cement their status and craft an image, which they can then trade upon to secure additional, namely, commercial, benefits. Significantly, this notion of peacemaking entrepreneurship problematises core theoretical assumptions of middle powers as capable peacemakers, presenting implications for future scholarship on middle powers. A timely addition as Myanmar continues to grapple with its own future, the book is located within the fields of International Relations and Development Studies.
