Focused on the United States, this book summarizes the secondary impacts of COVID-19 due to the increased use of technology. Establishing the global response of social distancing, mandates for non-essential business, and working from home, the book centers on the disparate guidance provided domestically at the state and local levels. Marginalized populations are highlighted to identify areas where technology facilitated access and reach or contributed to difficulties catapulted by digital literacy or digital access issues. To explain how people may have been empowered or left behind due to a new and unique reliance on technology, this book is structured based on the social determinants of health domains. Specifically, this book explains how technology was an umbrella domain that impacted every aspect of life during the pandemic including access, use, adoption, digital literacy, and digital equity, as well as privacy and security concerns. Given this book’s focus on the impacts to marginalized populations, there is a thread throughout the book related to the use of technology to perpetuate hate, discrimination, racism, and xenophobic behaviors that emerged as a twin pandemic during COVID-19. Part I explains the defining differences between primary and secondary impacts, as well as the unique guidelines adopted in each state. Part II of the book is focused on specific domains, where each chapter is dedicated to topics including economic stability through employment, education, healthcare, and the social/community context through access to services. Part III focuses on unique technological considerations related to COVID-19, such as mobile health-related apps and privacy or security issues that may have posed barriers to the adoption and use of technology. Finally, the book ends with a conclusion chapter, which explicitly explains the advantages and disadvantages of technology adoption during COVID-19. These exposed benefits and challenges will have implications for policies, disaster management practices, and interdisciplinary research.

There is evidence that the global COVID-19 crisis is exacerbating existing inequalities and marginalization of vulnerable groups, including exceptional learners, stateless, street, migrant, and refugee children and youths, and the limited use of frameworks of emergency planning with and for marginalized and at-risk individuals. These challenges are multi-sectoral and intersecting, and they require multi- and interdisciplinary interventions to inform inclusive responses. These issues include being at a greater risk of excluding vulnerable learners from gaining access to equitable education (online/remote and blended education). Intersecting forms of discrimination such as gender, socioeconomic and legal status further exacerbate the problem. This has alerted us to examine the living conditions of marginalized and vulnerable populations around the globe, and to reveal their experiences, problems, and needs from an educational perspective, thus bringing insights into their vulnerabilities during the pandemic.

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. The COVID-19 pandemic has caused unprecedented disruption worldwide highlighting once again the interdependency of health and socioeconomic development, and the global lack of health systems resilience. Two years into the pandemic, most countries report sustained disruptions across service delivery platforms and health areas with a profound impact on health outcomes. The impact of these disruptions is magnified within marginalized communities and in countries experiencing protracted conflict. There is an urgent need to focus on recovery through investment in the essential public health functions (EPHFs) and the foundations of health systems with a focus on primary health care, and whole-of-government and -society engagement. The aim of this Research Topic is to gather, transfer and promote operationalization of key experiences from COVID-19 to inform global and country level recovery that better promote health; guide policy direction towards building health systems resilience; and thereby ensure economic and social prosperity. Experience with COVID-19 has demonstrated that traditional approaches to health system strengthening have failed to achieve the complementary goals of Universal Health Coverage (UHC) and health security with the divide between the most vulnerable and well-off only widening. Much of what had been learned from previous experiences such as Ebola in West Africa has not been widely applied. This has left health and economic systems vulnerable to 21 st century public health challenges, ranging from conflict and natural disasters to aging demographics and rising rates of non-communicable and communicable diseases and antimicrobial resistance. These challenges require intentional focus and investment as well as whole-of-government and -society engagement with health to build health system resilience. Greater action is needed to prevent the devastating effects of war and conflict on the health of the most vulnerable. This Research Topic will convene the knowledge and practices of leaders in public health, health systems, and humanitarian and development sectors. This is to ensure lessons from COVID-19 inform the recovery agenda and promote sustainable health and socioeconomic recovery for all. Lest we forget and find ourselves again unprepared and vulnerable in the face of an even greater threat.
