This work traces the attempts by the United Nations to bring about the reunification of Cyprus prior to the island's accession to the European Union on 1 May 2004. In addition to charting the course of previous efforts to solve the Cyprus issue, the book recounts the direct discussions between the two sides from January 2002 through to April 2004 and analyses the reasons why the UN plan was rejected in a referendum.
Although Turkey has a long-held aspiration for European Union membership and has been a candidate for more than a decade, relations between the EU and Turkey have not received the attention it deserves from non-Turkish researchers thus far, and consequently the international literature on EU-Turkey relations is rather limited. In light of recent global economic and political challenges for the EU and Turkey, a need has emerged for an interdisciplinary approach to study EU-Turkey relations within the wider international political and economic context. Enlargement to Turkey is arguably the greatest challenge facing the European Union today. After the narrowly averted "train crash" over Cyprus in 2006, the second election victory of the Justice and Development Party in July 2007 opened new prospects for Turkish-EU relations. But in an EU emphasising a collective identity based on shared civilisational values, Turkey’s European credentials have been increasingly called into question. Amending national identity through political change has become the key to the success or failure of the Turkish integration project. This volume examines the EU role in strengthening the domestic pro-reform coalition within Turkey, the paradox - and potential limits - of Turkey’s europeanising Islamists, and the impact of Europeanisation through conditionality, including a case study of Turkish policy towards the Cyprus Question. Also addressed are the Western stereotypes of Turkish identity influencing the country’s EU prospects, notably concerning the role of Islam in precipitating acts of political violence and its association with sexual and political violence in the discourse of European opponents of Turkish accession. Finally, the dynamics of EU accession negotiations are analysed and the potential role of a norm-driven rhetorical strategy in promoting Turkish accession as a moral and democratic imperative is discussed.
The Cyprus conflict was for long an inactive volcano, but it erupted violently in 1955, 1963 and 1974. Now more of a smouldering fire, its persistence is a serious obstacle on Turkey's route to EU accession. Uniquely utilizing Turkish sources, this book looks at how the conflict has developed since 1978.
This is a book on the interrelationship of the EU legal order and the Cyprus issue. The book addresses a question which is of great significance for the legal order of the EU (as well as for Cypriots, Turks and Greeks), namely how the Union deals with the de facto division of the island. Despite the partial normalisation of relations between the two ethno-religious groups on the island, Cyprus' accession to the EU has not led to its reunification, nor to the restoration of human rights, nor a complete end to the political and economic isolation of the Turkish Cypriot community. Ironically enough, the accession of the island to the EU actually added a new dimension to the division of the island. According to Protocol 10 on Cyprus to the Act of Accession 2003, the Republic of Cyprus joined the Union with its entire territory. However, due to the fact that its Government cannot exercise effective control over the whole island, pending a settlement, the application of the acquis is 'suspended in those areas of the Republic of Cyprus in which the Government of the Republic of Cyprus does not have effective control.' Given this unprecedented (for an EU Member State) situation of not controlling part of its territory, the book analyses the limits of the suspension of the Union acquis in the areas north of the Green Line. In other words, the telos of this particularly challenging research is to map the partial application of Union law in an area where there are two competing claims of authority.
