This book explores the battleground between neoliberal capitalist development processes in Latin America and the challenges to these systems that can be found through innovative community-driven buen vivir/vivir bien initiatives. In the current climate of worldwide capitalist development, Latin America is caught between left-leaning proposals for progressive policies towards a more inclusive form of development, and the re-emergence of harsh austerity measures, neoliberal reforms and right-wing populism. Divided into two parts, this book first provides a retrospective analysis of the advance of resource-seeking ‘extractive’ capital across the continent since the 1990s. The second part goes on to focus on forward-looking challenges to neoliberal capitalist development, focusing in particular on the indigenous notion of buen vivir/vivir bien – the concept of ‘living well’ in social solidarity and harmony with nature. Drawing on cases in Mexico and Venezuela, the book argues that it will be through these new approaches to social change that we will move beyond development as we know it towards a more inclusive form of ‘postdevelopment’. Increasing concern has been expressed by Third World leaders and international organizations alike over the growing gap between rich and poor nations. Between 1950 and 1980 alone, the per capita income gap between low-income and industrialized countries grew from $3,677 to $9,648. In addition, within the developing nations themselves, an ever-widening gap separates the rich from the poor. Other evidence suggests that middle-income countries may be gaining on the rich countries. Some research shows that the gap in education and health is narrowing rather rapidly, and studies of domestic inequality have revealed that growth with equity has occurred in a number of developing nations that have committed themselves to such a policy. This volume presents the evidence for both sides of the debate. It begins by stating the conventional wisdom–that international and internal gaps are widening–and goes on to examine the major explanations offered, which focus on culture, urban bias, dependency, and world-system analysis. The book then presents empirical studies on the existence and causes of the gap, as well as key case studies that challenge the conventional wisdom. In the early part of this century, Argentina was one of the most affluent nations in the world. Since then, the Argentine economy has experienced long periods of stagnation and recession. Larry Sawers links the country's economic failure to the backwardness of the interior, which comprises 70 percent of the area of the country and in which nearly one-third of the population resides.The interior's poverty, according to Sawers, is caused by the scarcity of agricultural resources and by serious inequalities in the distribution of those resources. The region is poorly endowed, land has been degraded through abuse and overuse, and most farmers work tiny, unproductive plots. Moreover, most of the products of the interior are produced for highly protected domestic markets and face stiff competition and falling prices in world markets. Recent reforms in Argentina have dramatically aggravated the economic crisis of the interior.Sawers shows how the poverty of the interior has contributed to the dismal performance of the Argentine economy as a whole. He emphasizes the deleterious effects of extensive emigration from the interior to the major urban areas that are unable to absorb the human tide. Additionally, the national government has taxed the more prosperous regions in order to subsidize the interior, placing a severe drain on the federal government budget and worsening inflation. The effects of the interior's poverty on the nation are also political. Sawers argues that the backward political system in the interior exacerbates the worst features of the national political culture and governance, which in turn pose profound obstacles to economic progress.
