Updated as of May 29, 2018 We, the National Marine Fisheries Service (NMFS), are issuing a final rule under the Endangered Species Act (ESA) of 1973, as amended, that redefines the geographic range of the endangered Central California Coast (CCC) coho salmon (Oncorhynchus kisutch) Evolutionarily Significant Unit (ESU) to include all naturally spawned populations of coho salmon that occur in Soquel and Aptos creeks. Information supporting this boundary change includes recent observations of coho salmon in Soquel Creek, genetic analysis of these fish indicating they are derived from other nearby populations in the ESU, and the presence of freshwater habitat conditions and watershed processes in Soquel and Aptos Creeks that are similar to those found in closely adjacent watersheds that support coho salmon populations that are part of the ESU. We have also reassessed the status of this ESU throughout its redefined range and conclude that it continues to be endangered. "Central California Coast (CCC) Evolutionarily Significant Unit (ESU) coho salmon are listed as endangered species under the Federal Endangered Species Act (ESA) due to a precipitous and ongoing decline in their population. Since their initial listing in 1996 by NOAA's National Marine Fisheries Service (NMFS), the population has continued to decline and the species is now very close to extinction. Under the ESA, a recovery plan (which is a non-regulatory document) must be developed and implemented for threatened or endangered species. Successful reintroduction of a population within the species' historic range would contribute to its viability and further its conservation. "Central California Coast coho salmon were first listed as a threatened species in 1996, and subsequently reclassified as endangered in 2005. This unique run of coho salmon, at the southern extent of the species’ range, has teetered on the brink of extinction. All available time series show a continued and significant downward trend, poor adult returns, and an increase in the risk of extinction since 2005 (Spence and Williams 2011). The two exceptions are Russian River and Santa Cruz, California, where recent increases of adults and naturally-spawned young have been observed due to the operation of conservation hatchery program"--Page 1, paragraph 1.
