Im Fokus des Sammelbandes stehen Untersuchungen zur Anerkennung von nonformalem und informellem Wissen. Durch eine Validierung sollen neue Zugänge zum Arbeitsmarkt eröffnet und die Zusammenarbeit und Mobilität innerhalb der EU gestärkt werden. Hier setzt das Erasmus+-Projekt EffectVPL ("Effectiveness of VPL Policies und Programmes for Labour Market Inclusion and Mobility - Individual and Employer Perspectives", 2017-2019) an, dessen Ergebnisse in diesem Band vorgestellt werden. Ausgangspunkt des Projekts zum lebenslangen Lernen war die mangelhafte Anerkennung von Lernerfahrungen, die außerhalb institutioneller Kontexte gewonnen wurden. Im ersten Teil des Bandes werden die theoretischen Grundlagen vorgestellt, bevor die Autor:innen im zweiten Teil empirische Ergebnisse zu Untersuchungen in Polen, Dänemark, der Türkei und Deutschland präsentieren. Abschließend wurde ein Trainingsmodul entwickelt, das die Projektergebnisse für Lehrende in Europa aufbereitet.
There is an urgent need to address the social dimension of higher education more forcefully and coherently, particularly in view of the economic downturn across Europe. This is the conclusion of the new Eurydice report, which looks at national policies on access to higher education, funding and student support. The report, covering eu Member States, plus Iceland, Liechtenstein, Norway and Turkey, suggests that countries are struggling to adapt their higher education systems to meet the challenges brought about by rapid societal change in recent years. In particular, they need to open up opportunities for more people to benefit from higher education, matching this objective with coherent measures, funding and monitoring to evaluate their impact. European leaders have agreed a headline target that 40% of 30-34 year olds should have a higher education qualification by 2020--an increase from just over 33% today. The study focuses on three key topics: policies to widen participation in higher education; funding trends; and the impact of student fee and support systems. It reveals that approaches to meet shared European objectives vary greatly between countries and have different impacts on the performance of higher education. For example, there seems to be an East-West divide regarding routes to higher education for non-traditional candidates such as adult learners and people entering university on the basis of skills gained in the workplace rather than school qualifications. The report highlights changes in higher education spending in response to the crisis. Over the past academic year (2010/11 compared to 2009/10) budgets were most increased in Lithuania, Liechtenstein, Austria, France, Finland and Malta, while the deepest cuts were made in Greece, Ireland, Iceland, (8-10% decrease), as well as in Spain, Italy, the Czech Republic and Slovakia (up to 3% decrease). This book seeks to advance understandings of and approaches to supporting and sustaining working age adults’ learning across lengthening working lives and inevitable transitions they encounter and are required to negotiate. It is founded on the processes and findings of a three-phase practical inquiry into worklife learning and its implications for workplace and educations’ practice conducted in Australia over a three-year period commencing in 2019. Diverse perspectives and orientations were utilised in approaches to data analysis and renderings from the data, thereby opening up the analysis of these complex phenomena to different lines of interrogation, questions and analytical approaches. It elaborates more fully understandings about the processes of adults’ learning and development across their lifespan of adulthood referred to as working life, and what factors and contributions supported that learning. This book also attempts to reconcile a coherent view about development across the work lifespan, and how that can be supported by education provisions, workplaces, communities, and by the adults themselves.
This book examines the extent to which international organizations have shaped reforms in education and training in federalist countries with regards to policy convergence. In advanced democracies, international organizations have become increasingly influential in government activity. This also applies to policy fields that have traditionally been nearly exclusively regulated by the nation-state. How strong is their influence in policy fields like education where they rely on purely soft governance to stimulate national policies? From a political science perspective, three major initiatives are analyzed: the OECD’s PISA study, the European Bologna process and the European Union’s Copenhagen process. Within a few years, these initiatives have contributed to deep transformations within the education arena. This book critically reflects on the context in which lifelong learning policies and practices are organized in Europe with contributions of researchers and policy makers in the field. Through a critical lens the book reinterprets the core content of the messages that are conveyed by the European Commission in the “Memorandum for Lifelong Learning”, the most important policy document in the area, which after a decade from its publication still remains the vehicle for all current developments in lifelong learning in Europe. With references to research findings, proposed actions, and applications to immediate practice that have an added value for Europeans –but which either do not appear to correspond directly to what is stipulated by the European Commission, or are completely ignored as part of the lifelong learning process– the book offers an analytic and systematic outlook of the main challenges in creating the ‘European Area of Lifelong Learning’. In times as decisive as the ones we are going through today (both in social and economic terms), a critical perspective of the practices and policies adopted by the EU Member States is essential. The book follows the same structure as the Memorandum in order to debate and critically approach in separate sections the core issues that Europe faces today in relation to the idea of making a ‘European area of Lifelong Learning’.
This book presents a comprehensive overview of extant literature on competence-based vocational and professional education since the introduction of the competence concept in the 1950s. To structure the fi eld, the book distinguishes between three approaches to defi ning competence, based on 1.functional behaviourism, 2. integrated occupationalism, and 3. situated professionalism. It also distinguishes between two ways of operationalizing competence: 1. behaviour-oriented generic, and 2. task-oriented specifi c competence. Lastly, it identifi es three kinds of competencies, related to: 1. specific activities, 2. known jobs, and 3. the unknown future. Competence for the unknown future must receive more attention, as our world is rapidly evolving and there are many ‘glocal’ challenges which call for innovation and a profound transformation of policies and practices. Th e book presents a range of diff erent approaches to competence-based education, and demonstrates that competencebased education is a worldwide innovation, which is institutionalized in various ways.
