Key sections of the North American Free Trade Agreement (NAFTA) deal with temporary labor mobility. Ideally, NAFTA status provisions should make the temporary movement of professionals easier across the border of all NAFTA countries. However, in the case of some key sectors, it is arguably not the case. Within the context of recent literature on cross-border trade, city regions, regionalism, international labor mobility, and post-September 11 security measures, this book probes the dynamics of transitory immigration of ‘knowledge-workers’ between the North American west coast city regions of Vancouver, Seattle, and the greater San Francisco Bay and Silicon Valley area. This book includes in-depth interviews with Canadian and US immigration officials, immigration attorneys and executives and professional staff of new technology firms and Fortune 500 companies. It ultimately explores whether or not the Canada–US border is an impediment to the development of a cross-border high-tech clusters.
Over the last three decades cross-border innovation has profoundly changed. The fragmentation of global value chains, increased global connectedness, and pervasive digitalization have helped shape innovation processes that now increasingly span national borders. This changing process has involved a wide array of actors (players) in a variety of geographical locations and organizational spaces (places), calling for new guidelines, public interventions, and regulatory frameworks (policies). Considering this complexity, the existing literature has only partially captured the ongoing changes in cross-border innovation and showed a limited engagement in integrative, cross-disciplinary debate. This book presents complementary and novel perspectives on the phenomenon from distinguished scholars, bridging perspectives from a rich set of research streams including international business, strategy, innovation studies and policy, international economics, industrial organization, economic geography, ethics, and sustainability. Three distinct sections focus on the players, the places, and the policies in contemporary cross-border innovation. Together, the contributions highlight the changing role of multinational enterprises and the growing participation of emerging actors in cross-border innovation, via formal and informal networks which are increasingly shaped around highly mobile individuals and new geographical centres. The book also emphasizes the intertwined role of policies at national and international level, stressing the importance of supply- and demand-oriented policies and presenting intellectual property right policies as a double-edged sword for cross-border innovation.
Educating Across Borders is an ethnography of the learning experiences of transfronterizxs, border-crossing students who live on the U.S.-Mexico border, their lives spanning two countries and two languages. Authors María Teresa de la Piedra, Blanca Araujo, and Alberto Esquinca examine language practices and funds of knowledge these students use as learning resources to navigate through their binational, dual language school experiences. The authors, who themselves live and work on the border, question artificially created cultural and linguistic borders. To explore this issue, they employed participant-observation, focus groups, and individual interviews with teachers, administrators, and staff members to construct rich understandings of the experiences of transfronterizx students. These ethnographic accounts of their daily lives counter entrenched deficit perspectives about transnational learners. Drawing on border theory, immigration and border studies, funds of knowledge, and multimodal literacies, Educating Across Borders is a critical contribution toward the formation of a theory of physical and metaphorical border crossings that ethnic minoritized students in U.S. schools must make as they traverse the educational system.

The Universal Declaration of Human Rights endorsed in 1948 by member states of the United Nations continues to remain very much valid as it provides the solid foundation for most actions and activities that are aimed at guaranteeing the rights of everybody. The rights enunciated in the Declaration are comprehensive and two that are relevant to the content of this book are the right to education and the right to learn. The right to education and the right to learn are known to have been hotly debated by politicians, policy makers, and implementers. Sometimes, the rights in question here have found their way into political parties’ manifestoes, and advocates oftherighttoeducation andtherighttolearnhavebeenquicktobringintojudgment politicians who have not lived up to their promises. Even at that, many member states of the United Nations have taken steps to ensure that access to learning is jealously guarded. For education and lifelong learning remain among the primary forces that can guarantee individual, community and national development, as they had always been from time immemorial. Globally, there has been ample evidence of efforts made by governments to p- mote the widening of access to participation in learning activities. Even so, the literature on the subject of access and participation has not captured suf ciently what has happened across the world in terms of providing access outside national boundaries in the context of globalization and the rapid creation of the knowled- based economies of the 21st century.
Over the past several decades, as the pace of globalization has accelerated, operational issues of international coordination have often been overlooked. For example, the global financial crisis that began in 2007 is attributed, in part, to a lack of regulatory oversight. As a result, supranational organizations, such as the G-20, the World Bank, and the International Monetary Fund, have prioritized strengthening of the international financial architecture and providing opportunities for dialogue on national policies, international co-operation, and international financial institutions. Prevailing characteristics of the global economic systems, such as the increasing power of financial institutions, changes in the structure of global production, decline in the authority of nation-states over their national economy, and creation of global institutional setting, e.g., global governance have created the conditions for a naturally evolving process towards enabling national epistemic communities to create institutions that comply with global rules and regulations can control crises. In this context, transfer of technical knowledge from the larger organizations and its global epistemic communities to member communities is becoming a policy tool to “convince” participants in the international system to have similar ideas about which rules will govern their mutual participation. In the realm of finance and banking regulation, the primary focus is on transfer of specialized and procedural knowledge in technical domains (such as accounting procedures, payment systems, and corporate governance principles), thereby promoting institutional learning at national and local levels. In this volume, the authors provide in-depth analysis of initiatives to demonstrate how this type of knowledge generated at the international organization level, is codified into global standards, and disseminated to members, particularly in the developing world, where the legal and regulatory infrastructure is often lacking. They argue that despite the challenges, when a country intends to join the global system, its institutions and economic structures need to move toward the global norms. In so doing, they shed new light on the dynamics of knowledge transfer, financial regulation, economic development, with particular respect to supporting global standards and avoiding future crises.
