This book is the outgrowth of various research programs carried out within the Energy Project of the Resource Systems Institute of the East-West Center. It provides an understanding of some of the major energy issues faced by the policy makers of the nations of Asia and the Pacific.
This book presents a critical review of the status of energy security in Asia and suggests how a country or a region collectively can achieve energy security in two broad aspects. First, it analyzes how regional cooperation and energy trade can enhance energy security in the region. Second, it reviews how energy security can be ensured in national and regional general contexts. From the reviews and analyses, this book asserts that diversification and integration are key to ensuring energy security. It presents policy implications for enhancing energy security, especially in resource-rich as well as resource-poor developing countries in Asia.

The water–food–energy nexus is emerging as a critical issue in Asia and the Pacific. It is clear that solutions must be found to assure water security, thereby eliminating the immediate---and increasing---risk to food security, energy security, and economic growth and stability: water must be recognized as an economic as well as a social good. Governments need to be encouraged to think differently about water, take the longer-term view, and be mindful of the strategic and economic value of this limited resource. This publication is the result of a scoping study initiated by the Asian Development Bank to better understand the issues associated with the water–food–energy nexus in Asia and the Pacific. It provides high-level guidance on the choices available to address the region's water security issues.
This edited book examines the contemporary regional security concerns in the Asia-Pacific recognizing the ‘Butterfly effect’, the concept that small causes can have large effects: ‘the flap of a butterfly’s wings can cause a typhoon halfway around the world’. For many Asia-Pacific states, domestic security challenges are at least as important as external security considerations. Recent events (both natural disasters and man-made disasters) have pointed to the inherent physical, economic, social and political vulnerabilities that exist in the region. Both black swan events and persistent threats to security characterize the challenges within the Asia-Pacific region. Transnational security challenges such as global climate change, environmental degradation, pandemics, energy security, supply chain security, resource scarcity, terrorism and organized crime are shaping the security landscape regionally and globally. The significance of emerging transnational security challenges in the Asia-Pacific Region impact globally and conversely, security developments in those other regions affect the Asia-Pacific region.
The report discusses the linkages between energy and economic, social, environmental, and security issues, and analyses the contradictions between current patterns of use and objectives in these areas. The WEA also reviews energy resources and technology options from the point of view of sustainability including better end-use efficiency, greater reliance on renewable sources of energy, and next-generation nuclear and fossil-fuel technologies. Further, the report examines plausible scenarios for combining various options to achieve a sustainable and relatively prosperous future. The report concludes by examining policy options for producing and using energy in ways that are compatible with sustainable development.
Water and energy are both valuable resources and indispensable for human society and economic development. By nature, water and energy are interlinked. Water plays a critical role in the generation of electricity for cooling of thermal power plants and in hydropower, as well as in the production of fossil fuels such as coal; energy is required to treat, distribute, and for wastewater treatment. Choices made in either of the sectors may have unintended and often negative implications on the other sector. This report analyzes the trade-off between the two sectors in the context of the People's republic of China and proposes recommendations to ensure that the choices made are sustainable in the long run.
How can the industrialized countries reduce their vulnerability to supply disruptions caused by continued dependence on foreign sources of oil? How can access to Middle East oil be made more secure? These are the core questions that arise from a new worldwide energy situation in which the industrialized countries have remained dependent on oil and oil imports for their economic, political, and military well-being, while control of these resources has passed to an increasingly small number of less-developed countries whose interests do not automatically or necessarily coincide with those of the consuming, industrialized countries. With a focus on these questions, The Geopolitics of Energy analyzes the present worldwide energy situation and its likely evolution over the remainder of the century. The authors consider likely developments in coal, gas, and nuclear energy; the outlook for oil, which will remain the dominant energy source at least through the 1990s; and the implications of this energy outlook for U.S. foreign policy, intra-Western alliance relations, and North-South and East-West relations. Identifying the issues that will concern governments as long as the need for oil is pervasive-until alternative energy sources begin contributing significantly to world energy supply-the authors conclude with policy recommendations for the United States based on their analysis of the energy situation and its consequences. This book is based on a report prepared for the U.S. Department of Defense.
