Fiscal Disobedience represents a novel approach to the question of citizenship amid the changing global economy and the fiscal crisis of the nation-state. Focusing on economic practices in the Chad Basin of Africa, Janet Roitman combines thorough ethnographic fieldwork with sophisticated analysis of key ideas of political economy to examine the contentious nature of fiscal relationships between the state and its citizens. She argues that citizenship is being redefined through a renegotiation of the rights and obligations inherent in such economic relationships. The book centers on a civil disobedience movement that arose in Cameroon beginning in 1990 ostensibly to counter state fiscal authority--a movement dubbed Opération Villes Mortes by the opposition and incivisme fiscal by the government (which for its part was eager to suggest that participants were less than legitimate citizens, failing in their civic duties). Contrary to standard approaches, Roitman examines this conflict as a "productive moment" that, rather than involving the outright rejection of regulatory authority, questioned the intelligibility of its exercise. Although both militarized commercial networks (associated with such activities trading in contraband goods including drugs, ivory, and guns) and highly organized gang-based banditry do challenge state authority, they do not necessarily undermine state power. Contrary to depictions of the African state as "weak" or "failed," this book demonstrates how the state in Africa manages to reconstitute its authority through networks that have emerged in the interstices of the state system. It also shows how those networks partake of the same epistemological grounding as does the state. Indeed, both state and nonstate practices of governing refer to a common "ethic of illegality," which explains how illegal activities are understood as licit or reasonable conduct.
The volume draws from René Devisch’s encounters with groups in southsaharan Africa, primarily. The author had the privilege to immerse himself, around the clock, in the Yakaphones’ activities and thoughts in southwest DR Congo from 1972 to 1974, and intermittently in Kinshasa’s shanty towns, from 1986 to 2003. The author first examines what sparked his choice to come to Congo, and then to pursue research among the Yakaphones in the borderland with Angola. He then invites us to follow the trajectory of his plural anthropological view on today’s multicentric world. It leads us to his praise for honorary doctor Jean-Marc Ela’s work. He then examines the proletarian outbursts of violence that rocked Congo’s major cities in 1991 and 1993. These can be read as a settling of scores with the disillusioning colonial and missionary modernisation, along with president Mobutu’s millenarian Popular Movement of the Revolution. Furthermore, after considering the morose reduction of a major Yaka dancing mask into a mere museum-bound curio in Antwerp, the book unravels the Yakaphones’ perspectives on spirits and sorcery’s threat. It also analyses their commitment to classical Bantu-African healing cults, along with their parallel consulting physicians and healers. By sharing the Yakaphones’ life-world, the analysis highlights their body-group-world weave, interlaced by the principle of co-resonance. A phenomenological and perspectivist look unfolds the local actors’ views, thereby disclosing the Bantu-African genius and setting for a major reversal of perspectives. Indeed, seeing 'here' from 'there' allows the author to uncover some alienating dynamics at work in his native Belgian Flemish-speaking culture. To better grasp the realm of life beyond the speakable and factual reasoning, the approach occasionally turns to the later Lacan’s focus on the unconscious desire, the body and its affects. The book addresses students and researchers in the humanities and, more broadly, all those immersed in the heat of the encounter with the culturally different.

This landmark volume brings together a very rich harvest of forty critical essays on Cameroon literature by Cameroon literary scholars. The book is the result of the Second Conference on Cameroon Literature which took place at the University of Buea in 1994. The Buea conference was motivated by a determination to look at Cameroon literature straight into its face and criticize it using literary criteria of the strictest kind. Gone were the times when the criticism was complacent because it was believed that a nascent literature could easily be stifled by application of rather strict cannons of literary criticism. Both writers and critics had a lot to say. Subjects dealt with ranged from general topics on literature, survival and national identity, through specialized articles on prose, poetry, drama, translation, language, folklore, children's literature, Journalism and politics. It is the hope of the volume editors that the publication of these papers will instigate the kind of actions that were recommended and that the prolific nature of Cameroon literature will equally give rise to a prolific and robust criticism.
White on Black is a compelling visual history of the development of European and American stereotypes of black people over the last two hundred years. Its purpose is to show the pervasiveness of prejudice against blacks throughout the western world as expressed in stock-in-trade racist imagery and caricature. Reproducing a wide range of illustrations--from engravings and lithographs to advertisements, candy wrappings, biscuit tins, dolls, posters, and comic strips--the book challenges the hidden assumptions of even those who view themselves as unprejudiced. Jan Nederveen Pieterse sets Western images of Africa and blacks in a chronological framework, including representations from medieval times, from the colonial period with its explorers, settlers, and missionaries, from the era of slavery and abolition, and from the multicultural societies of the present day. Pieterse shows that blacks have been routinely depicted throughout the West as servants, entertainers, and athletes, and that particular countries have developed their own comforting black stereotypes about blacks: Sambo and Uncle Tom in the United States, Golliwog in Britain, Bamboula in France, and Black Peter in the Netherlands. Looking at conventional portrayals of blacks in the nursery, in sexual arenas, and in commerce and advertising, Pieterse analyzes the conceptual roots of the stereotypes about them. The images that he presents have a direct and dramatic impact, and they raise questions about the expression of power within popular culture and the force of caricature, humor, and parody as instruments of oppression.
