Efficient public procurement is key to enhancing state portfolio in infrastructure, health, education and other public services, making it central to state efforts to enhance living standard. Efficient public procurement has a nexus with good governance. The questionnaire method was considered appropriate to collect and analyse data from the respondents. Different questionnaire and interviews were administered to every respondent. Collusion and corruption are distinct challenges within public procurement, yet they may regularly occur in tandem and have mutually added fuel to the fire impact. A good example of collusion and corruption is the alleged chain effect of the Fish rot scandal in Namibia. They are optimally perceived, therefore, as concomitant threats to the integrity of public procurement. Efficient public procurement is key to enhancing state portfolio in infrastructure, health, education and other public services, making it central to state efforts to enhance living-standards. Efficient public procurement has a nexus with good governance. However, state procurement in developing states is often plagued by high rates of corruption and waste. The public procurement process is governed by public procurement laws and regulations in all states and differs from one state to another. In South Africa, public procurement is enshrined in Section 217 and 33 of the constitution of the country. COMESA has developed a model strategy for public procurement reform to standardise procurement and tendering process which are done within the stock market.

Infrastructure system is the backbone of the economy. However, large gap between demand and supply is observed in both developed and under-developed countries. Such gap is induced by two reasons, lack of fund invested in infrastructure procurement and low procurement efficiency due to corruption. Closing this gap can improve the economy of a country, help business to thrive and make citizens better off. This dissertation focuses on dealing with the low procurement efficiency in the context of private participation in infrastructure procurement. Based on literature review, stakeholder management, decentralization and agency problem is identified as three key fields in tackling corruption problem. Therefore, a framework incorporating these three fields is built. Based on hierarchical principal-agent model and highway pricing model, such a framework also bridges the engineering and economic models. Several vital problems in post-tender phase of infrastructure procurement are studied. Cost overrun is a problem plaguing all the infrastructure projects and using the framework, a model is established to distinguish the unintentional cost overrun due to technical uncertainty and intentional one induced by selfish motivation of official. The corruption in renegotiation of PPP projects is also investigated. Different scenarios based on the institutional monitoring and anti-corruption governmental contract are studied. This dissertation's contribution is three-fold: Firstly, a framework connecting two dimensions, that is, horizontally the stakeholder management, decentralization and agency problems and vertically the engineering and economic models, is established. This paper examines what we can say about the extent and impact of corruption in infrastructure in developing countries using existing evidence. It looks at different approaches to estimating the extent of corruption and reports on the results of such studies. It suggests that there is considerable evidence that most existing perceptions measures appear to be very weak proxies for the actual extent of corruption in the infrastructure sector, largely (but inaccurately) measuring petty rather than grand corruption. Existing survey evidence is more reliable, but limited in extent and still subject to sufficient uncertainty that it should not be used as a tool for differentiating countries in terms of access to infrastructure finance or appropriate policy models. The paper discusses evidence for the relative costs of corruption impacts and suggests that a focus on bribe payments as the indicator of the costs of corruption in infrastructure may be misplaced. It draws some conclusions regarding priorities for infrastructure anti-corruption research and activities in projects, in particular regarding disaggregated and actionable indicators of weak governance and corruption.
