In the words of the Father of his Country, we declare, that the basis of our political systems is the right of the people to make and alter their constitutions of govern ment; but that the constitution which at any time exists, till changed by an explicit and authentic act of the whole peo ple, is sacredly obligatory upon all. Sec. 2. All free governments are instituted for the proteo tion, safety, and happiness of the people. All laws therefore, should be made for the good of the whole; and the burdens of the State ought to be fairly distributed among its citizens.
