Confinement and Ethnicity documents in unprecedented detail the various facilities in which persons of Japanese descent living in the western United States were confined during World War II: the fifteen “assembly centers” run by the U.S. Army’s Wartime Civil Control Administration, the ten “relocation centers” created by the War Relocation Authority, and the internment camps, penitentiaries, and other sites under the jurisdiction of the Justice and War Departments. Originally published as a report of the Western Archeological and Conservation Center of the National Park Service, it is now reissued in a corrected edition, with a new Foreword by Tetsuden Kashima, associate professor of American ethnic studies at the University of Washington. Based on archival research, field visits, and interviews with former residents, Confinement and Ethnicity provides an overview of the architectural remnants, archeological features, and artifacts remaining at the various sites. Included are numerous maps, diagrams, charts, and photographs. Historic images of the sites and their inhabitants -- including several by Dorothea Lange and Ansel Adams -- are combined with photographs of present-day settings, showing concrete foundations, fence posts, inmate-constructed drainage ditches, and foundations and parts of buildings, as well as inscriptions in Japanese and English written or scratched on walls and rocks. The result is a unique and poignant treasure house of information for former residents and their descendants, for Asian American and World War II historians, and for anyone interested in the facts about what the authors call these “sites of shame.”

In 1942, Bill Manbo (1908-1992) and his family were forced from their Hollywood home into the Japanese American internment camp at Heart Mountain in Wyoming. While there, Manbo documented both the bleakness and beauty of his surroundings, using Kodachrome film, a technology then just seven years old, to capture community celebrations and to record his family's struggle to maintain a normal life under the harsh conditions of racial imprisonment. Colors of Confinement showcases sixty-five stunning images from this extremely rare collection of color photographs, presented along with three interpretive essays by leading scholars and a reflective, personal essay by a former Heart Mountain internee. The subjects of these haunting photos are the routine fare of an amateur photographer: parades, cultural events, people at play, Manbo's son. But the images are set against the backdrop of the barbed-wire enclosure surrounding the Heart Mountain Relocation Center and the dramatic expanse of Wyoming sky and landscape. The accompanying essays illuminate these scenes as they trace a tumultuous history unfolding just beyond the camera's lens, giving readers insight into Japanese American cultural life and the stark realities of life in the camps. Also contributing to the book are: Jasmine Alinder is associate professor of history at the University of Wisconsin-Milwaukee, where she coordinates the program in public history. In 2009 she published Moving Images: Photography and the Japanese American Incarceration (University of Illinois Press). She has also published articles and essays on photography and incarceration, including one on the work of contemporary photographer Patrick Nagatani in the newly released catalog Desire for Magic: Patrick Nagatani--Works, 1976-2006 (University of New Mexico Art Museum, 2009). She is currently working on a book on photography and the law. Lon Kurashige is associate professor of history and American studies and ethnicity at the University of Southern California. His scholarship focuses on racial ideologies, politics of identity, emigration and immigration, historiography, cultural enactments, and social reproduction, particularly as they pertain to Asians in the United States. His exploration of Japanese American assimilation and cultural retention, Japanese American Celebration and Conflict: A History of Ethnic Identity and Festival, 1934-1990 (University of California Press, 2002), won the History Book Award from the Association for Asian American Studies in 2004. He has published essays and reviews on the incarceration of Japanese Americans and has coedited with Alice Yang Murray an anthology of documents and essays, Major Problems in Asian American History (Cengage, 2003). Bacon Sakatani was born to immigrant Japanese parents in El Monte, California, twenty miles east of Los Angeles, in 1929. From the first through the fifth grade, he attended a segregated school for Hispanics and Japanese. Shortly after Pearl Harbor, his family was confined at Pomona Assembly Center and then later transferred to the Heart Mountain Relocation Center in Wyoming. When the war ended in 1945, his family relocated to Idaho and then returned to California. He graduated from Mount San Antonio Community College. Soon after the Korean War began, he served with the U.S. Army Engineers in Korea. He held a variety of jobs but learned computer programming and retired from that career in 1992. He has been active in Heart Mountain camp activities and with the Japanese American Korean War Veterans.
Joining the U.S.’ war effort in 1942, Mexican President Manuel Ávila Camacho ordered the dislocation of Japanese Mexican communities and approved the creation of internment camps and zones of confinement. Under this relocation program, a new pro-American nationalism developed in Mexico that scripted Japanese Mexicans as an internal racial enemy. In spite of the broad resistance presented by the communities wherein they were valued members, Japanese Mexicans lost their freedom, property, and lives. In Uprooting Community, Selfa A. Chew examines the lived experience of Japanese Mexicans in the U.S.-Mexico borderlands during World War II. Studying the collaboration of Latin American nation-states with the U.S. government, Chew illuminates the efforts to detain, deport, and confine Japanese residents and Japanese-descent citizens of Latin American countries during World War II. These narratives challenge the notion that Japanese Mexicans enjoyed the protection of the Mexican government during the war and refute the mistaken idea that Japanese immigrants and their descendants were not subjected to internment in Mexico during this period. Through her research, Chew provides evidence that, despite the principles of racial democracy espoused by the Mexican elite, Japanese Mexicans were in fact victims of racial prejudice bolstered by the political alliances between the United States and Mexico. The treatment of the ethnic Japanese in Mexico was even harsher than what Japanese immigrants and their children in the United States endured during the war, according to Chew. She argues that the number of persons affected during World War II extended beyond the first-generation Japanese immigrants “handled” by the Mexican government during this period, noting instead that the entire multiethnic social fabric of the borderlands was reconfigured by the absence of Japanese Mexicans.
Anne M. Blankenship's study of Christianity in the infamous camps where Japanese Americans were incarcerated during World War II yields insights both far-reaching and timely. While most Japanese Americans maintained their traditional identities as Buddhists, a sizeable minority identified as Christian, and a number of church leaders sought to minister to them in the camps. Blankenship shows how church leaders were forced to assess the ethics and pragmatism of fighting against or acquiescing to what they clearly perceived, even in the midst of a national crisis, as an unjust social system. These religious activists became acutely aware of the impact of government, as well as church, policies that targeted ordinary Americans of diverse ethnicities. Going through the doors of the camp churches and delving deeply into the religious experiences of the incarcerated and the faithful who aided them, Blankenship argues that the incarceration period introduced new social and legal approaches for Christians of all stripes to challenge the constitutionality of government policies on race and civil rights. She also shows how the camp experience nourished the roots of an Asian American liberation theology that sprouted in the sixties and seventies.
Over 277,000 African Americans migrated to Chicago between 1900 and 1940, an influx unsurpassed in any other northern city. From the start, carceral powers literally and figuratively created a prison-like environment to contain these African Americans within the so-called Black Belt on the city's South Side. A geographic study of race and gender, Spatializing Blackness casts light upon the ubiquitous--and ordinary--ways carceral power functions in places where African Americans live. Moving from the kitchenette to the prison cell, and mining forgotten facts from sources as diverse as maps and memoirs, Rashad Shabazz explores the myriad architectures of confinement, policing, surveillance, urban planning, and incarceration. In particular, he investigates how the ongoing carceral effort oriented and imbued black male bodies and gender performance from the Progressive Era to the present. The result is an essential interdisciplinary study that highlights the racialization of space, the role of containment in subordinating African Americans, the politics of mobility under conditions of alleged freedom, and the ways black men cope with--and resist--spacial containment. A timely response to the massive upswing in carceral forms within society, Spatializing Blackness examines how these mechanisms came to exist, why society aimed them against African Americans, and the consequences for black communities and black masculinity both historically and today.
When Japanese forces attacked Pearl Harbor on December 7, 1941, Americans reacted with revulsion and horror. In the patriotic war fever that followed, thousands of volunteers—including Japanese Americans—rushed to military recruitment centers. Except for those in the Hawaii National Guard, who made up the 100th Infantry Battalion, the U.S. Army initially turned Japanese American prospects away. Then, as a result of anti-Japanese fearmongering on the West Coast, more than 100,000 Americans of Japanese descent were sent to confinement in inland “relocation centers.” Most were natural-born citizens, their only “crime” their ethnicity. After the army eventually decided it would admit the second-generation Japanese American (Nisei) volunteers, it complemented the 100th Infantry Battalion by creating the 442nd Regimental Combat Team. This mostly Japanese American unit consisted of soldiers drafted before Pearl Harbor, volunteers from Hawaii, and even recruits from the relocation centers. In Going for Broke, historian James M. McCaffrey traces these men’s experiences in World War II, from training to some of the deadliest combat in Europe. Weaving together the voices of numerous soldiers, McCaffrey tells of the men’s frustrations and achievements on the U.S. mainland and abroad. Training in Mississippi, the recruits from Hawaii and the mainland have their first encounter with southern-style black-white segregation. Once in action, they helped push the Germans out of Italy and France. The 442nd would go on to become one of the most highly decorated units in the U.S. Army. McCaffrey’s account makes clear that like other American soldiers in World War II, the Nisei relied on their personal determination, social values, and training to “go for broke”—to bet everything, even their lives. Ultimately, their bravery and patriotism in the face of prejudice advanced racial harmony and opportunities for Japanese Americans after the war.
The expansion of international tourism is changing the relationship between ethnic groups and states around the globe. Yet tourism’s importance for the understanding of ethnicity in the modern world has been generally neglected within the field of ethnic studies. This pioneering volume investigates how international tourism development, state policies of ethnic management, and the active responses of local ethnic groups intersect to reshape ethnic identities and ethnic relations in Asian and Pacific societies. It analyzes the ways in which the very meaning of ethnicity and culture are being contested and reworked in the wake of tourism’s impact. Following an introduction that explores the close but often ambivalent relationship between tourism promotion and state ethnic policies, individual contributors examine tourism’s varied effects in China, Singapore, Malaysia, Thailand, Indonesia, and the island Pacific in rich ethnographic detail.
