Tracing the development of communication markets and the regulation of international communications from the 1840s through World War I, Jill Hills examines the political, technological, and economic forces at work during the formative century of global communication. Hills analyzes power relations within the arena of global communications from the inception of the telegraph through the successive technologies of submarine telegraph cables, ship-to-shore wireless, broadcast radio, shortwave wireless, the telephone, and movies with sound. As she shows, global communication began to overtake transportation as an economic, political, and social force after the inception of the telegraph, which shifted communications from national to international. From that point on, information was a commodity and ownership of the communications infrastructure became valuable as the means of distributing information. The struggle for control of that infrastructure occurred in part because British control of communications hindered the growing economic power of the United States. Hills outlines the technological advancements and regulations that allowed the United States to challenge British hegemony and enter the global communications market. She demonstrates that control of global communication was part of a complex web of relations between and within the government and corporations of Britain and the United States. Detailing the interplay between American federal regulation and economic power, Hills shows how these forces shaped communications technologies and illuminates the contemporary systems of power in global communications.

Decades after the massive student protest movements that consumed much of the world, the 1960s remain a significant subject of scholarly inquiry. While important work has been done regarding radical activism in the United States and Western Europe, events in what is today known as the Global South-Asia, Africa, and Latin America-have yet to receive the requisite attention they deserve. This volume inserts the Third World into the study of the 1960s by examining the local and international articulations of youth protest in various geographical, social, and cultural arenas. Rejecting the notion that the Third World existed on the periphery, it situates the events of the 1960s in a more inclusive context, building a richer, more nuanced understanding of the Global 1960s that better reflects the dynamism of the period. Samantha Christiansen is an instructor at Northeastern University. Her research interests focus on youth and student mobilizations in South Asia and Europe and international Left politics. She has also taught at Independent University Bangladesh. Zachary A. Scarlett is an instructor at Northeastern University specializing in modern Chinese history and the history of radical social movements in the twentieth century. Despite global economic disparities, recent years have seen rapid technological changes in developing countries, as it is now common to see people across all levels of society with smartphones in their hands and computers in their homes. However, does access to Information Communication Technologies (ICTs) actually improve the day-to-day lives of low-income citizens? This book argues that access to the internet can help alleviate poverty, improve development outcomes, and is now vital for realizing many human rights. This book posits that good governance is essential to the realization of inclusive pro-poor development goals, and puts forward policy recommendations that aim to mitigate the complex digital divide by employing governance as the primary actor. In making his argument, the author provides a quantitative analysis of developing countries, conjoined with a targeted in-depth study of Mexico. This mixed method approach provides an intriguing case for how improvements in the quality of governance impacts both ICT penetration, and poverty alleviation. Overall, the book challenges the neoliberal deterministic perspective that the open market will "solve" technology diffusion, and argues instead that good governance is the lynchpin that creates conducive conditions for ICTs to make an impact on poverty alleviation. In fact, the digital divide should not be considered binary, rather it is a multifaceted problem where income, education, and language all need to be considered to address it effectively.
