In Engineering Vulnerability Sarah E. Vaughn examines climate adaptation against the backdrop of ongoing processes of settler colonialism and the global climate change initiatives that seek to intervene in the lives of the world’s most vulnerable. Her case study is Guyana in the aftermath of the 2005 catastrophic flooding that ravaged the country’s Atlantic coastal plain. The country’s ensuing engineering projects reveal the contingencies of climate adaptation and the capacity of flooding to shape Guyanese expectations about racial (in)equality. Analyzing the coproduction of race and vulnerability, Vaughn details why climate adaptation has implications for how we understand the past and the continued human settlement of a place. Such understandings become particularly apparent not only through experts’ and ordinary citizens’ disputes over resources but in their attention to the ethical practice of technoscience over time. Approaching climate adaptation this way, Vaughn exposes the generative openings as well as gaps in racial thinking for theorizing climate action, environmental justice, and, more broadly, future life on a warming planet. Global climate change creates new challenges in particular for cities and regions. As centres of human activity they are especially vulnerable to climate change impacts. Adapting to a changing climate requires dealing with multiple uncertainties and complexity in order to allow proactive action. Therefore, cities and regions around the globe face the challenge of exploring flexible and innovative forms of governance which have to address specific local or regional vulnerabilities and build capacity to accommodate future change. This raises questions about the roles of stakeholders, the involvement of citizens, the composition and use of formal and informal instruments as well as the implementation of different forms of organization and regulation at the local and regional level. Is global climate change likely to become a significant source of violent conflict, and should it therefore be seen as a national security challenge? Most Northern governments, militaries, think tanks and NGOs believe so, as do many academic researchers, on the grounds that increased temperatures, changing precipitation patterns and rising sea levels will worsen existing social stresses, especially within poor societies and marginal communities across Africa and Asia. This book argues otherwise. The first collection of its kind, it brings together leading scholars of Anthropology, Geography, Development Studies and International Relations to provide a series of critical analyses of mainstream thinking on the climate-security nexus. It shows how policy discourse on climate conflict consistently misrepresents the causes of violence, especially by obscuring its core political dimensions. It demonstrates that quantitative research provides a flawed basis for understanding climate-conflict linkages. It argues that climate security discourse is in hoc with a range of questionable military, authoritarian and developmental agendas. And it reveals that the greening of global capitalism is already having violent consequences across the global South. Climate change, the book argues, does indeed have serious conflict and security implications – but these are quite different from how they are usually imagined.
