DOWNLOAD EBOOKIn Democratic Engineering in Rwanda and Burundi the author argues that a democratic model which is suitable for single-cultural societies may not be applicable in multicultural societies; he illustrates that the liberal and socialist theories have not addressed the issue of national minorities which threatens peace and stability in most African countries. The author investigates the form of democratic engineering that would harmonise ethnic relations and guard against ethnic discrimination and violence. He explores the consociational and integrative theories to identify a suitable democratic system that would stabilise Rwanda and Burundi. He analyses the pros and the cons of the present options adopted by Rwanda and Burundi to address the question of ethnicity and also assesses the potential of a number of other solutions.

DOWNLOAD EBOOKRwanda and Burundi are strikingly similar countries that underwent democratization in the early 1990s. In both, resistance to democratic reforms led to coups d’état and presidential assassinations. A conundrum arises in terms of what transpires next. In Rwanda, total genocide was perpetrated by extremist Hutu actors, including government officials, upon the country’s Tutsi and politically moderate Hutu populations. In Burundi the coup d’état failed and instead ushered in a lengthy period of civil war. This divergence in outcome is puzzling given the similarity of these two countries, and it is not adequately explained by studies that address collective violence in each. This book utilizes an integrative approach that facilitates the formation of an explanation that more fully accounts for variation in the type of collective violence that occurred in Rwanda and Burundi. Showing that political actors – during periods of major institutional change – do not all respond to or perceive reform in the exact same manner or in a necessarily rational manner, this book makes an important contribution to the literature on ethnic conflict, collective violence and democratization in Africa.

DOWNLOAD EBOOKThis book offers an examination of how a deeply divided post-conflict society embarks on democratic transition. Using Rwanda as the case study, it combines analysis of democratic transition and ethnopolitical debate, asking why deeply divided ethnic societies have a tendency to fail. Though marginalised in existing literature on democratic transition, this path-breaking book shows how ethnicity has a significant impact on the direction and success of democratic process. The initial failure of democratic transition in Rwanda shows that the current regime will need to be sensitive to ethnicity, ethnopolitical consciousness and mobility in order to be successful in its second transition attempt. Based on key informant interviews, participant observation and primary resources, this book develops beyond the case study of Rwanda to posit a new framework that integrates variables of unity, equality, trust and institutional engineering in an integrative model to study and evaluate democratic transition in divided or post-conflict society. Ethnic Politics and Democratic Transition in Rwanda will be of interest to students and scholars of democratization, democracy, and ethnic politics and conflict.

DOWNLOAD EBOOKThe book probes major security and governance trends in Africa’s Great Lakes region since the 1990s. It examines political dynamics in key states – Burundi, the DRC, Rwanda, and Uganda – as well as the role of international actors such as the AU, the EU, and the UN, thereby providing a unique perspective on efforts towards regional peace and prosperity. The authors suggest that while the region has made tremendous progress, it faces continuing challenges (including reversals in governance) that threaten future regional security.
