Patterns of Migration in Central Europe brings together new material on migration in the region: Poland, Hungary, the Czech Republic and Slovakia. In the last ten years, these countries have changed from being countries of emigration to countries of immigration. As the next candidates for membership to the European Union, migration has become a particularly important topic for these countries. This book is designed as a key text for those interested in the development of the region and in European migration more generally.
This collective volume shows how Ukraine can best be understood through its regions and how the regions must be considered against the background of the nation. The overarching objective of the book is to challenge the dominance of the nation-state paradigm in the analyses of Ukraine by illustrating the interrelationship between national and regional dynamics of change. The authors—historians, sociologists, anthropologists, economists, literary critics and linguists from Ukraine, Poland, Switzerland, Germany and the USA—explicitly go beyond the perspective of an entity defined by traditional political borders and cultural, economic, historical or religious stereotypes. The research project that led to the composition of the book combined quantitative (statistical surveys conducted across Ukraine) and qualitative (in-depth interviews and focus-group discussion) methods. The authors came to the conclusion that regionalism as a defining phenomenon of Ukraine is more prominent than the regions themselves. This approach regards Ukraine as a construct in flux where different discourses intersect, concur and eventually merge through the lenses of various disciplines and methodologies.
This Selected Issues Paper’s objective is to illustrate economic benefits and costs from euro adoption by reviewing the main arguments and empirical evidence in Central and Eastern Europe: New Member States (NMS). The parameters of the euro adoption debate have shifted. Although countries joining the euro area in the 2000s could expect to benefit from a significant country risk premium, this premium has mostly vanished with the euro crisis. The NMS that have maintained exchange rate flexibility and monetary policy autonomy have, in general, made good use of it. During convergence, nominal currency appreciation supported more balanced growth and restrained credit and asset price booms. It is an open question whether the macroeconomic volatility of the past decade will recur. If divergent growth patterns and volatility were to repeat, euro adoption would constrain macro-policy options, especially for economies with large income gaps and asynchronized business cycles vis-à-vis the euro area. Thus, a large burden would be placed on other policy instruments to safeguard balanced growth, notably counter-cyclical fiscal policy and macro-prudential policies. Structural reforms to boost growth potential and facilitate internal adjustment would also be important.
Civil War in Central Europe argues that Polish independence after the First World War was forged in the fires of the post-war conflicts which should be collectively referred to as the Central European Civil War (1918-1921). The ensuing violence forced those living in European border regions to decide on their national identity - German or Polish.
At the EU's Helsinki summit in 1999, European leaders took a decisive step toward the development of a new Common European Security and Defense Policy (ESDP) aimed at giving the EU a stronger role in international affairs backed by a credible military force. This report analyzes the processes leading to the ESDP by examining why and how this new European consensus came about. It touches upon the controversies and challenges that still lie ahead. Did NATO cause the crisis in Ukraine? Following the Russian invasion of Ukraine, the fortunes of NATO—pronounced “braindead” only a few years prior—have been miraculously revived. The alliance, buoyed by surging European military budgets and inflows of combat-ready troops and cutting-edge hardware, looks forward to welcoming additional member states. This book examines the emergence of different forms of capitalism in Central-Eastern states in Europe and Mekong states within the Association of Southeast Asian Nations (ASEAN). All of them (but Thailand) have historically disappeared from the regional maps for long periods of time due to colonial or imperial rule. Most of them were previously members of a soviet-type economy, and they all joined ASEAN or the European Union in the 1990s or in the 2000s. These states are characterized by a strong urge toward feelings of national sovereignty due to their experiences with colonialism and imperialism. But, due to the regional economic pressures and the globalization dynamic, these states cannot articulate protectionist policies. They are forced to open their economies in order to attract Foreign Direct Investments. This results in less regulated and more political forms of capitalism than in some more developed capitalist countries. This book analyzes forms of capitalism as the arising from a combination of three conditions: the legacy of the foreign occupations, the national construction process of the sovereign state, and lastly, the dynamics of regional integration. These states' claims to national sovereignty and the manner in which they developed suggests a causative link between the forms of political domination that have presided over these transformations and the forms of capitalism that have resulted.
This paper explores Albania’s current account (CA) deficit that improved in 2016, but remains sizable. The EBA-Lite model results indicate that the external position is moderately weaker than implied by fundamentals and desirable policy settings. Adjusting for Albania’s specific circumstances, the current account gap is estimated at -1.0 percent and the real effective exchange rate is overvalued by about 6 percent, reflecting Albania’s low national saving and large FDI inflows. Though Albania has benefitted from the recent tourism boom in the region, the outlook for exports remains challenging. Despite its cost competitiveness, exports are narrowly concentrated in a few low-value added sectors while new investments in the nonenergy tradable sector are limited. To close Albania’s competitiveness gap and strengthen its external position, the authorities should complete key infrastructure projects to reduce transportation costs and address energy sector reliability; increase domestic savings; improve governance and the rule of law; and raise labor market efficiency by reducing skills shortages.
