This book summarizes, and highlights main messages from, a February 2007 Global Forum convened by the World Bank to discuss strategies, programs, and policies for building science, technology and innovation (STI) capacity to promote sustainable growth and poverty reduction in developing countries.
It is estimated that around 1.3 billion tons per year of food produced for human consumption, which is about one-third of all food produced, is either lost or wasted globally. Reduction of the postharvest losses is being considered as one of the sustainable ways to ensure world food security. Postharvest Extension and Capacity Building for the Developing World provides information on postharvest extension/outreach programs, capacity building, and practical methodologies for postharvest extension professionals and food science teachers, food processing trainers, and outreach specialists who work in the field. The book provides information on training of postharvest trainers, food loss assessment methods, capacity building in universities and agro-industry, distance education methods, models for cost effective postharvest/food processing extension work, success stories, and lessons learned from past projects and programs. The book is divided into four sections. Section I explains postharvest loss assessments methods, Section II is on capacity building, and Sections III and IV focus on training and postharvest extension models. Food loss assessment methodologies are highlighted from several high-profile institutions and it is envisioned that researchers and postharvest extension personnel will benefit from the development and field testing of a hybrid methodology, incorporating the strengths and utilizing the best practices from each of the methodologies in current use. Chapters cover postharvest extension work and capacity building in a wide range of regions.
The UK has benefitted from having strong scientific advice available to Ministers and developing nations would see a huge benefit from being able to draw on strong home-grown institutions to inform policy decisions. A previous report by the Science and Technology Committee had criticised the Government for not paying enough attention to building the science base of developing nations. While concerns remain, MPs considered that the Department for International Development had made improvements in using a more robust evidence base and developing its own in-house expertise. An important feature raised in this report is that there had to be more attention paid to ensuring that scientists, especially those trained through UK support, were facilitated in staying in their home country and utilising the skills they had acquired. More support was needed to permit scientists from developing nations to build and develop their early career within in their native country. Only then could programmes to build scientific capacity eventually become self-sustaining. UK science benefits from collaborations in developing nations and through building connections with growing economies of the world but the MPs found that current funding streams actively discourage the participation of UK scientists. The MPs recommended that exercises such as the Research Excellence Framework recognise the contribution made by these scientists beyond their publication record.

An NRC ad hoc committee analyzed the current status and future development potential of Armenia's science and technology base, including human and infrastructural resources and research and educational capabilities. The committee identified those fields and institutions offering promising opportunities for contributing to economic and social development, and particularly institutions having unique and important capabilities, worthy of support from international financial institutions, private investment sources, and the Armenian and U.S. governments. The scope of the study included both pure and applied research as well as education in science-related fields. The committee's report addresses the existing capacity of state and private research institutions, higher education capabilities and trends, scientific funding sources, innovative investment models, relevant success stories, factors hindering development of the science sector, potential domestic Armenian customers for scientific results and products, and opportunities for regional scientific collaboration. These debates assume greater significance in the context of developing nations since harnessing the inherent potential of this transformational technology presumes the establishment of simultaneous capabilities to cutting-edge technological innovation as well as risk governance, regulation and public engagement in an environment challenged by limited resources, weak innovation systems and inadequate abilities for risk management.This book seeks to examine developments, opportunities, concerns and challenges in nanotechnology from a developing country perspective raising complex questions and issues in the course of the responsible development of nanotechnology.
