Excerpt from Voting Machines Standardization: Report to the 1987 General Assembly of North Carolina At the direction of the 1985 General Assembly, in both 1985 and 1986 sessions, the Legislative Research Commission has undertaken studies of numerous subjects. These studies were grouped into broad categories and each member of the Commission was given responsibility for one category of study. The co chairmen of the Legislative Research Commission, under the authority of General Statute 120 and (c), appointed committees consisting of members of the General Assembly and the public to conduct the studies. Co-chairmen, one from each house of the General Assembly, were designated for each committee. The study of voting machine standardization was authorized under Section 1 of Chapter 1032 of the 1985 Session Laws (1986 Session). That act states that the Commission may consider House Bill 1664 in determining the nature, scope and aspects of the study. Section 1 of House Bill 1664 reads: The Legislative Research Commission is authorized to study the issue of a uniform system of voting machines. Chapter 1032 and House Bill 1664 are included in Appendix A. The Legislative Research Commission grouped this study in its State Government Operations area under the direction of Representative Chris 5. Barker Jr. The Committee was chaired by Senator Helen Rhyne Marvin and Representative Charles M. Beall. The full membership of the Committee is listed in Appendix B of this report.
