The Conference was convened in Geneva on October 19, 2006, by the Inter-Parliamentary Union (IPU),the European Broadcasting Union (EBU) and the Association of Secretaries General of Parliaments (ASGP). The rules of coverage were devised to ensure that the House retained control over how it was portrayed on television, by providing guidelines for camera operators and television directors on what may be shown. The Committee's report finds that the rules fulfil a necessary function and there is no reason for wholesale changes or any lessening of the control that the House has over its portrayal. However, it believes there is a case for some minor changes, as part of an evolutionary and incremental process of change since proceedings were first televised. Broadcasters can do more to help provide a context for the material they use, moving away from sound-bites and confrontation in order to promote better awareness of the role and function of the House and MPs. Constructive innovations, such as the introduction of cross-cutting questions in Westminster Hall, will do more to engage the interest of broadcasters and the public in political debate than any changes to the rules of coverage.
