E-Governance is regarded as one of the most important subjects in the information society. Waseda University Institute of e-Government, founded in 2001, is a pioneer for capacity-building on CIO training and human resource development as well as international ranking on e-government activities. Over the past few decades, there has been a rapid proliferation of eGovernance for Development projects. Drawing on evidence from three longitudinal case studies of rural eGovernance projects this book shows that improving systems of governance is fundamentally a social rather than managerial or technological activity.
This volume--a collaborative work between the World Bank's Global Governance Practice and a team of researchers working with the Korean Development Institute--is dedicated to the proposition that there is much that can be learned from a careful and nuanced assessment of Korea's experience with e-governance. It seeks to draw lessons both from the large reservoir of experience as to what has worked, as well as the more limited and isolated examples of what has not. In particular, it seeks to achieve two objectives. The first is to accurately understand, capture and distill the key dimensions of Korea's e-governance experience so that it can be properly understood and appreciated. Towards this end, some of the world's leading experts on Korea's e-governance experience have been engaged in its preparation, and their conclusions have been carefully vetted and reviewed by other leading scholars of the role of IT systems within government. The goal is to avoid flip generalizations or characterizations, such as 'political will is important' or 'it is important to embed e-governance within a broader strategy to develop a domestic IT industry, ' but to truly understand the complex interplay between differing political, economic and bureaucratic interests and how they shaped decisions about developing the technological and human infrastructure that would support Korea's successful thrust to be the world's leading nation in this area. The second is to ponder the lessons learned and what did and did not work from Korea's experience for other developing countries seeking to strengthen the role of information technology within their public sectors.

Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.
The book is based on practical experience gained during the planning and execution of e-governance projects in India coupled with extensive research based on six national/multi-state-level agriculture related projects. It assesses e-governance projects in terms of desired project outcomes and analyzes performance from the viewpoints of three key groups – planners, implementers and beneficiaries. It highlights six constructs: extent of planning, comprehensiveness of strategy formulation, effectiveness of strategy implementation, changing situation, stakeholder competence levels and flexibility of processes, which are applied to reveal shortfalls in the existing planning and implementation system for e-governance projects in India. It also identifies a set of significant strategic variables influencing performance based on three independent opinion surveys of stakeholders located across the country, and uses these variables as the basis of strategic gap analyses of some major ongoing agriculture related projects. Furthermore it presents lessons learned from cross-case quantitative and qualitative analyses in the form of a generalized strategic framework for improving performance. Offering an overview of major e-governance projects, it uses several illustrative examples to address the underlying issues and to support the study findings and recommendations. It also presents a novel approach of building strategic alliances across related departments to achieve effective e-governance. The book will be of interest to the practitioners in government as well corporates who are engaged in planning and implementation of e-governance projects spanning across various layers of government. In Indian context, the learning issues are likely to trigger appropriate corrective measures for generating better value from the several flagship projects envisaged under the Digital India Programme. Further, it will interest the academic audience working on the strategic framework and constituting constructs. It will also benefit business students and application software architectures who aspire for a consulting career in the area of e-governance.
Comparative E-Government examines the impact of information and communication technology (ICT) on governments throughout the world. It focuses on the adoption of e-government both by comparing different countries, and by focusing on individual countries and the success and challenges that they have faced. With 32 chapters from leading e-government scholars and practitioners from around the world, there is representation of developing and developed countries and their different stages of e-government adoption. Part I compares the adoption of e-government in two or more countries. The purpose of these chapters is to discern the development of e-government by comparing different counties and their individual experiences. Part II provides a more in-depth focus on case studies of e-government adoption in select countries. Part III, the last part of the book, examines emerging innovations and technologies in the adoption of e-government in different countries. Some of the emerging technologies are the new social media movement, the development of e-participation, interoperability, and geographic information systems (GIS).
