This scoping report was written for the preparation of a management plan and environmental impact statement for an area known as the Haines Block (also called Haines planning area), which encompasses approximately 950,000 acres in Southeast Alaska bounded by the Canadian border to the north and west, Glacier Bay National Park to the southwest, and the Tongass National Forest to the south and east. In March 2008 the Anchorage Field Office of the Bureau of Land Management released "Ring of Fire record of decision and approved resource management plan," which directs management of BLM lands within the Ring of Fire planning area (covering much of southern Alaska). However, a decision on designating an Area of Critical Environmental Concern in the Haines Block was deferred. Subsequently, changes had been made to Special Recreation Management Area designation criteria, and significant land conveyance has occurred in the planning area. These concerns necessitate an amendment/supplemental environmental impact statement.
