Since 1986, the Acholi people of northern Uganda have lived in the crossfire of a violent civil war, with the Lord’s Resistance Army and other groups fighting the Ugandan government. Acholi have been murdered, maimed, and driven into displacement. Thousands of children have been abducted and forced to fight. Many observers have perceived Acholiland and northern Uganda to be an exception in contemporary Uganda, which has been celebrated by the international community for its increased political stability and particularly for its fight against AIDS. These observers tend to portray the Acholi as war-prone, whether because of religious fanaticism or intractable ethnic hatreds. In Living with Bad Surroundings, Sverker Finnström rejects these characterizations and challenges other simplistic explanations for the violence in northern Uganda. Foregrounding the narratives of individual Acholi, Finnström enables those most affected by the ongoing “dirty war” to explain how they participate in, comprehend, survive, and even resist it. Finnström draws on fieldwork conducted in northern Uganda between 1997 and 2006 to describe how the Acholi—especially the younger generation, those born into the era of civil strife—understand and attempt to control their moral universe and material circumstances. Structuring his argument around indigenous metaphors and images, notably the Acholi concepts of good and bad surroundings, he vividly renders struggles in war and the related ills of impoverishment, sickness, and marginalization. In this rich ethnography, Finnström provides a clear-eyed assessment of the historical, cultural, and political underpinnings of the civil war while maintaining his focus on Acholi efforts to achieve “good surroundings,” viable futures for themselves and their families.
The infamous Scramble for Africa resulted in random and unlikely borders that remain today. The West partitioned territory for the sake of its short-term goal of influence or mastery. They gave little thought to the long-running consequences for the Africans themselves. This arbitrary carving up of Africa, the colonial policy of divide and rule, and the resultant segmental cleavages in most post-colonial African states may be blamed for the horizontal inequalities, conflicts, and insecurity rampant since independence. In Uganda, as in many other African countries, the most evident of such cleavages have been tribal and ethnic. Recently there have been calls for constitutional reform that would devolve power to the tribal regions and revive the idea of federalism which was the organizing principle in the immediate aftermath of independence. This book highlights the dynamics of ethnic politics in the post-independence sub-Saharan setting in general and the background, meaning, and relevance of the debate on ethnic federalism in Uganda, in particular. Part of the book covers Vick Lukwago Ssalis own experiences growing up in an independent but troubled Uganda. However, its central thesis is based on the voices of selected samples of ordinary people in ten different tribal areas of Uganda and what they comparatively think about the issue of federalism. Is their loyalty growing towards the centre or fading outwards from the troubled state to their integral traditional and cultural units?
Decolonization of knowledge has become a major issue in African Studies in recent years, brought to the fore by social movements such as #RhodesMustFall and #BlackLivesMatter. Internal conflicts, dictatorship, and economic disintegration characterized the first twenty-five years of Uganda's independence from British colonial rule, which culminated in the reign of Idi Amin and a violent civil war. The country has since achieved an astounding turnaround of stability and growth. America's rural areas have always held a disproportionate share of the nation's poorest populations. Rural Poverty in the United States examines why. What is it about the geography, demography, and history of rural communities that keeps them poor? In 2018 South Africa's so-called "mother city", Cape Town came into the global spotlight as being the first city in the world to (almost) "run out of water," a crisis that only exacerbated the pressures placed upon a population staggering under socio-economic and politically-tinged environmental predicaments. Japan on the other hand has long sustained an international reputation for the massive scale of natural and anthropocentric crises its people have faced, overcome, and succumbed to. The most recent (pre-Pandemic) occurrence of which being the 2011 tsunami and Fukushima Daiima nuclear plant accident. What comes to mind when Japan, South Africa, and the notion of resilience are mentioned in the same utterance? Well, considering how societies respond to disaster, (man-made and natural), Japan and South Africa feature high on many lists both for our triumphs and our failures to account for the most vulnerable among us in moments of catastrophe. This edited volume draws on transdisciplinary perspectives and multi-sited research to reflect on the high stakes involved when people are expected to repeatedly survive crisis. The authors take "resilience" as a contested yet generative lens through which to examine some of the most salient questions of our time. Culled from two seemingly disparate geopolitical locales, the insights offered here are hauntingly connected, shedding light on questions of collective and individual responses to calamity - questions that, in the wake of the Covid-19 global pandemic, are now urgently being grappled with by everyone, everywhere.
