This document presents the Remedial Investigation/Feasibility Study (RI/FS) for the Groundwater Operable Unit (GW OU) at McClellan Air Force Base (McClellan AFB). The RI/FS is one step in the GW OU, which is intended to develop an interim remedial action for groundwater contamination at McClellan AFB. The preferred interim remedial action for the GW OU is containment of the 0.000006 risk target volume, treatment using air stripping with vapor phase carbon and LGAC polishing on the east side, the existing GWTP on the west side, and injection of the treated water.

Four areas of the Hanford Site (the 100, 200, 300, and 1100 Areas) have been included on the US Environmental Protection Agencys̀ (EPAs̀) National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). This work plan and the attached supporting project plans establish the operable unit setting and the objectives, procedures, tasks, and schedule for conducting the CERCLA remedial investigation/feasibility study (RI/FS) for the 100-KR-4 operable unit. The 100-K Area consists of the 100-KR-4 groundwater operable unit and three source operable units. The 100-KR-4 operable unit includes all contamination found in the aquifer soils and water beneath the 100-K Area. Source operable units include facilities and unplanned release sites that are potential sources of contamination.

The purpose of this Phase I/II feasibility study is to assemble and screen a list of alternatives for remediation of the 300-FF-5 operable site on the Hanford Reservation. This screening is based on information gathered in the Phase I Remedial Investigation (RI) and on currently available information on remediation technologies. The alternatives remaining after screening provide a range of response actions for remediation. In addition, key data needs are identified for collection during a Phase II RI (if necessary). This Phase I/II FS represents a primary document as defined by the Tri-Party Agreement, but will be followed by a Phase III FS that will further develop the alternatives and provide a detailed evaluation of them. The following remedial action objectives were identified for the 300-FF-5 operable unit: Limit current human exposure to contaminated groundwater in the unit; Limit discharge of contaminated groundwater to the Columbia River; Reduce contaminant concentrations in groundwater below acceptable levels by the year 2018.
