China’s anti-ship ballistic missile (ASBM), the DF-21D, has reached the equivalent of Initial Operational Capability. Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.

The National Defense Authorization Act of 2016 mandates a review of missile defeat policy, strategy, and capability to be completed by January 2018. This upcoming Missile Defeat Review (MDR) represents an opportunity for the Trump administration to articulate a vision for the future of air and missile defense. This collection of expert essays explores how the strategic environment for missile defense and defeat has evolved since 2010 and offers recommendations to help guide and inform the MDR’s development.

Ballistic Missile and Space Technology, Volume I: Design and Reliability, and Invited Addresses focuses on the advancements of processes, methodologies, and technologies involved in the design and reliability of space vehicles. The selection first offers information on optical masers and their aerospace application and the challenges of space exploration. Discussions focus on the challenges to the aerospace industries, manned and unmanned space flights, range of optical beams, signals from other planets, long distance transmission, and radar considerations. The text then takes a look at space and education and an engineering approach to missile/rocket optimization problems. The manuscript examines a practical method of selecting structural materials for multistage solid rocket vehicles on the basis of cost and radiation shielding of space vehicles by means of superconducting coils. Topics include coil design considerations, analysis of typical booster motor fabrication costs, fabrication processes, and design requirements. A new structural concept to capitalize on the potential light weight of beryllium and a comparison of launching methods for stationary satellites are also discussed. The selection is a dependable reference for astronauts and researchers interested in the design and reliability of space vehicles.
