Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.
This manual provides guidance for the organization, planning, and conduct of the full range of military operations on urbanized terrain. This publication was prepared primarily for commanders, staffs, and subordinate leaders down to the squad and fire team level. It is written from a Marine air-ground task force perspective, with emphasis on the ground combat element as the most likely supported element in that environment. It provides the level of detailed information that supports the complexities of planning, preparing for, and executing small-unit combat operations on urbanized terrain. It also provides historical and environmental information that supports planning and training for combat in built-up areas
History has often confirmed that it is not superior weapons but superior organizations that are the most effective factor in achieving military success. In light of this consideration, Kevin D. Stringer's new work proposes how the U.S. military can best be restructured to conduct military operations other than war (as they are known in doctrinal terms).. Such reform is central to meeting the demands of homeland defense and smaller-scale contingencies, including nation-building and stability operations. Foreign military formations present models for peace operations, irregular warfare, and other missions, as well as counterterrorism, law enforcement, and border control. The models considered — drawn from tactical units in Britain, Denmark, Germany, Israel, Norway, Rhodesia, Russia, and Switzerland — are selected as best practice examples for transforming the U.S. Armed Forces for future missions both at home and abroad. The author describes the categories of military operations other than war in the context of force structure requirements for homeland defense and irregular warfare. Each chapter aligns foreign tactical organizations with these military operations to identify appropriate formations to enhance the U.S. Army. This issue of future organizational structure is crucial to the debate over the Quadrennial Defense Review, the Pentagon report to Congress on emerging threats, and the future role of the National Guard. Changes in existing force structure will have significant implications for the conduct of stabilization operations in Iraq and Afghanistan as well as responses by the active and Reserve components to domestic emergencies.
Conducting the Global War on Terrorism (GWOT) and projecting United States (US) influence worldwide has meant an increasing number of US diplomats and military forces are assigned to locations around the world, some of which have not previously had a significant US presence. In the current security environment, understanding foreign cultures and societies has become a national priority. Cultural understanding is necessary both to defeat adversaries and to work successfully with allies.
Major Tony Pfaff, a former Assistant Professor of Philosophy at the United States Military Academy, addresses an important source of much of the confusion that currently surrounds many of the Operations Other Than War (OOTW) that the military finds itself participating in with increasing frequency. The author points out that, though the source of this confusion is primarily ethical, it has important operational implications as well. In the Just War Tradition, as well as the Law of War, there has always been a tension between winning and fighting well, and the peacekeeping environment does not change this. Commonly, the resolution of this tension is expressed in the maxim: always use the least amount of force necessary to achieve the military objective. This maxim applies, regardless of what environment one is in. The author's contention is, however, that the understanding of necessary is radically different in the peacekeeping environment than it is in more conventional operations. Failure to understand this results in a great deal of confusion as soldiers try to apply an ethic designed for dealing with enemies in environments where there are none.

The relative roles of U.S. ground and air power have shifted since the end of the Cold War. At the level of major operations and campaigns, the Air Force has proved capable of and committed to performing deep strike operations, which the Army long had believed the Air Force could not reliably accomplish. If air power can largely supplant Army systems in deep operations, the implications for both joint doctrine and service capabilities would be significant. To assess the shift of these roles, the author of this report analyzed post?Cold War conflicts in Iraq (1991), Bosnia (1995), Kosovo (1999), Afghanistan (2001), and Iraq (2003). Because joint doctrine frequently reflects a consensus view rather than a truly integrated joint perspective, the author recommends that joint doctrine-and the processes by which it is derived and promulgated-be overhauled. The author also recommends reform for the services beyond major operations and campaigns to ensure that the United States attains its strategic objectives. China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.
