Decision-making in the real world involves analyses of spatial components and their associated attributes. Geographers developed various tools in the past years to model reality. Maps, two-dimensional Geographical Information Systems (GIS), and 2.5-Dimensional Geographical Information Systems modeled the three-dimensional real world in fewer dimensions, and hence the visualization produced by these was not easily comprehensible to the human brain. The limitations were due to the limited processing power of the computers available at that time and unavailability of the data structures to model three dimensions. Over the years, with the advancement of computer technology in the field of visualization, GIS technology has moved towards the development of a three-dimensional visualization of the spatial data. This thesis attempts to develop a low-end three-dimensional Geographical Information System for as-built road-side features using Virtual Reality Modeling Language (VRML). A portion of US Highway 30 was taken as the study area. The highway was constructed in the three-dimensional model using the road centerline data, and most of the roadside features were also created. The data collection was done using videologging methodology and data extraction used photogrammetric techniques.
