Excerpt from Annual Report of the Receipts and Expenditures, for the Municipal Year 1951: Together With Department Reports and Papers Relating to the Affairs of the City In accordance with the council authorization of October 9, 1951 we have examined the accounts and records of the City of Dover for the year ended December 31, 1951 and present our report herewith. We examined the system of internal control and the accounting procedures of the city and, without making a detailed audit of all transactions, have examined or tested accounting records and other sup porting evidence by methods and to the extent we deemed appropriate. Excerpt from Fifty-Eighth Annual Report of Receipts and Expenditures of the City of Laconia, New Hampshire, for Year Ending February 15, 1951: Together With Other Annual Reports and Papers Relating to the Affairs of the City Just about one year ago, we as a group undertook the administration of this City's government. I would like at this time to make a brief report to you of our municipal business, both of the past year and the year to come. Like every year, 1949 had its share of problems. Chief among these has been unemployment. Certain trends that were all too evident last March have been borne out. Unemployment has marched hand in hand with a sharp curtailment of industrial activity; a definite halt in the upward slant of assessed valuations has been accompanied by an in creasing number of unpaid tax bills, and the effect of this trend has been keenly felt by your City Government in its welfare costs and in its budget planning. Laconia has not been alone in finding itself in this predicament, all other New Hampshire cities have. To a lesser or greater extent, experienced the same trend of events. It may well be simply a period of post war readjustment, but at any rate it has been, and still is, the most serious problem that we have had to face. Its solution is extremely difficult and to a large extent is beyond the scope or field of a municipal government. But during this coming year we must do everything in our legal power to help relieve the situation. To this end I recommend to you the following suggestions or points for your guidance: We must be prepared to undertake necessary public construction and improvements that are too sizeable and too costly for the pay as you go plan.
