This report attempts to synthesize the written discussion of grain stockpiling in the economics literature and to provide a structure for the policy discussion of grain stock issues within the U.S. Government. In addition, some new economic analysis is provided. While emphasizing the economic dimension of the issues, how political considerations may modify conclusions based solely on economic analysis is considered. International economic and diplomatic issues are considered from a U.S. perspective to reflect the situation of U.S. policymakers. The report grows out of a survey of the literature, supplemented by discussions with U.S. Government officials in the White House Council on INternational economic Policy (CIEP), the sponsor of this study; the Council of Economic Advisers; the Office of Management and Budget; the Departments of Agriculture, State, and the Treasury; and the Office of the Special Representative for Trade Negotiations.
