It is almost unanimously accepted that research and development, innovation and knowledge creation play a major role in regional competitiveness and, furthermore, they largely contribute to progress and economic growth. Although there is not a unique definition and perspective, the concept of learning region is strongly related to the one of regional development. The aim of this paper is to correlate learning with social and economic development. The paper addresses the following questions: To what extent do the learning regions in Romania provide a framework for innovation, development and social inclusion? Do they provide the “underlying environment or infrastructure which facilitates the flow of knowledge, ideas and learning?” as Richard Florida defined them. Romania is organized into eight regions of development (42 counties were grouped using industrial and global indicators, and thus the eight regions of development were formed). Our study identifies four major learning regions. The criteria we used consist in the territorial educational institutions, the number of employees from research-development activities and the contribution of these regions to the Gross National Product (GDP). Thus, the number of territorial educational institutions in these learning regions is 72.89% of the total number of territorial educational institution nationwide and the number of employees from research-development activities is 73.8% of the total number of employees from research-development activities nationwide. These four regions contribute with 54% to GDP. Our study is based on data provided by the National Institute of Statistics and the Regional Development Agencies in Romania. Besides characterizing the learning regions in Romania and pointing out their relationship with regional development, our paper also aims at discussing future trends and possible policies which can contribute to the increase of regional competitiveness by becoming aware of the role of knowledge and innovation in valuing the economic potential of a region.

Education represents one of the fundamentals of the social and economic environment in each and every society, even more in the current stage of development that involves higher educational levels for proper access to technologies. Depending on the specific level of education and training, people are able to find a suitable position in the society by integrating themselves into the labor market. The human potential within a region might be an essential element for embarking the area upon a positive trend in economic development. Without a doubt, the economic environment is primarily attracted to areas rich in human and material resources. Skilled human resources provide an edge especially as the share of the tertiary sector in the economy is becoming larger. Previous research were focused on determining the skill, knowledge and activities management and marketing specialists from the public and private - similarities and differences, selection schemes. A regional analysis of the educational system by taking into account the distribution of infrastructure and the educational categories within the structure of the active population could lead towards an "attractiveness chart" from this perspective. This paper aims to perform specific analyses for various types of infrastructure elements of the individual and integrated educational system in order to emphasize the educational capacity of each county. At the same time, on the basis of data on existing occupational groups in each county and by using the same method, counties can be ranked with respect to the materialized potential of the educational system. The outcomes of the study can be integrated into complex structural analyses, which underpin the public policies on education and employment of workforce and represent a possible approach of the infrastructure and outputs of a system. Organizational change and strategies for medium and long term are out coming of high technologies used by a skilled workforce. Romania is known less as a high-tech generation laboratory, but especially as the skilled workforce and highly qualified with outstanding creative and innovative skills reservoir. That is why the management of technological change should be understood in relationship with the workforce.

Romania is an active player in various international higher education areas, while undergoing a series of higher education reforms within its national framework. The Higher Education Evidence Based Policy Making: a necessary premise for progress in Romania project was implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) in the timeframe February 2012 – February 2014, being co-financed by the European Social Fund through the Operational Programme “Administrative Capacity Development”. The project aimed to increase the capacity of public administration for evidence-based policy making in the field of higher education, while focusing on good practices at international level and impact assessment. With the contribution of the national and international experts, the project has generated a number of analysis and studies on the existing higher education public policies (quality assurance, internationalisation, equity, data collection, the Bologna Process, financing of higher education). Based on the results of the project, the book will reunite a number of policy research articles which would tap into the innovative aspects of the project's activities and provide a concise overview of what good practices can be drawn from the empirical research conducted in this project. The book will therefore aim to improve the information on Romanian higher education reforms, as well as on the concrete evidence-based policy proposals which could be transformed into future policy solutions in the Romanian higher education system.

This white paper is part of a series that promotes knowledge about language technology and its potential. It addresses educators, journalists, politicians, language communities and others. The availability and use of language technology in Europe varies between languages. Consequently, the actions that are required to further support research and development of language technologies also differ for each language. The required actions depend on many factors, such as the complexity of a given language and the size of its community. META-NET, a Network of Excellence funded by the European Commission, has conducted an analysis of current language resources and technologies. This analysis focused on the 23 official European languages as well as other important national and regional languages in Europe. The results of this analysis suggest that there are many significant research gaps for each language. A more detailed expert analysis and assessment of the current situation will help maximise the impact of additional research and minimize any risks. META-NET consists of 54 research centres from 33 countries that are working with stakeholders from commercial businesses, government agencies, industry, research organisations, software companies, technology providers and European universities. Together, they are creating a common technology vision while developing a strategic research agenda that shows how language technology applications can address any research gaps by 2020.

This study explores the little-known history of the Hungarian Autonomous Region (HAR), a Soviet-style territorial autonomy that was granted in Romania on Stalin’s personal advice to the Hungarian Székely community in the summer of 1952. Since 1945, a complex mechanism of ethnic balance and power-sharing helped the Romanian Communist Party (RCP) to strengthen—with Soviet assistance—its political legitimacy among different national and social groups. The communist national policy followed an integrative approach toward most minority communities, with the relevant exception of Germans, who were declared collectively responsible for the German occupation and were denied political and even civil rights until 1948. The Hungarians of Transylvania were provided with full civil, political, cultural, and linguistic rights to encourage political integration. The ideological premises of the Hungarian Autonomous Region followed the Bolshevik pattern of territorial autonomy elaborated by Lenin and Stalin in the early 1920s. The Hungarians of Székely Land would become a “titular nationality” provided with extensive cultural rights. Yet, on the other hand, the Romanian central power used the region as an instrument of political and social integration for the Hungarian minority into the communist state. The management of ethnic conflicts increased the ability of the PCR to control the territory and, at the same time, provided the ruling party with a useful precedent for the far larger “nationalization” of the Romanian communist regime which, starting from the late 1950s, resulted in “ethnicized” communism, an aim achieved without making use of pre-war nationalist discourse. After the Hungarian revolution of 1956, repression affected a great number of Hungarian individuals accused of nationalism and irredentism. In 1960 the HAR also suffered territorial reshaping, its Hungarian-born political leadership being replaced by ethnic Romanian cadres. The decisive shift from a class dictatorship toward an ethnicized totalitarian regime was the product of the Gheorghiu-Dej era and, as such, it represented the logical outcome of a long-standing ideological fouling of Romanian communism and more traditional state-building ideologies.
