This publication aims to inspire budding entrepreneurs in Africa to consider business opportunities in agriculture and agro-industry, broadly defined. It is intended to be a promotional tool, as a sort of call to arms, particularly for women and youth. It also aims to serve as an educational tool and knowledge product in business schools and entrepreneurship incubator programmes for case study-based learning on operating an agribusiness or agro-industry enterprise in Africa. The publication offers guidance to agripreneurs on how to overcome or avoid potential pitfalls and learn from the paths set out by the 12 agripreneurs, whose stories reflect real-life experiences of agribusiness development in Africa. It should be seen as a collection of resources on agripreneurship, focused on these four topical areas: scale, women, youth, and challenging environments, while providing guiding advice for agripreneurs and policy-makers. In addition to educating entrepreneurs, it is important to highlight the fundamental role of policy-makers in shaping the enabling environment for agripreneurship. In this context, the publication aims to provide concrete policy recommendations on how to improve the enabling environment for agripreneurship, based on the advice of the 12 agripreneurs featured here. The aim is to guide policy-makers to improve these targeted areas, and inspire them to do so by providing accounts of successful agripreneurs who have built businesses with positive economic, social and environmental impacts on national development.

This paper, STEP 3, is the third of three background papers produced to inform the ‘Everyone Around the Table: FAO/GAIN Roundtable with Private Sector on Healthy Diets’ series of virtual roundtables which took place in July 2020. As in STEP 1 and STEP 2, the topics covered are relevant to all regions, but where possible a greater focus has been given to low- and middle-income countries. Small and medium enterprises (SMEs) are again a focus, given their role in the food systems of these regions (see STEP 1 for more detail), including their common presence in the food environments of many people living in poverty. This Baseline Survey Report brings together the information collected through baseline surveys across the five countries supported by the project Integrated Country Approach (ICA) for boosting decent jobs for youth in the agrifood system (2019-2023). The ICA baseline surveys provide an in-depth understanding of the socioeconomic situation of the beneficiaries of the ICA pilot models before receiving support, the characteristics of their agribusinesses, as well as of their access to information and communication technology (ICT), finance and training. The objective of this publication is multifold. First, it aims to learn from small and medium sized agrifood manufacturers about the role they play in food systems transformation in Senegal and the policy reforms required to harness their potential. Second, and more specifically, it gleans lessons from structured interviews with Senegalese rice millers, based on their day-to-day realities, highlighting the business creativity used by these firms in order to deal with difficult enabling environments. Third, the methodology adopts a food systems approach to analyze the target enterprises; cross fertilizing different disciplinary perspectives in order to develop evidence for the public sector on integrated policy making that better supports the role of small agrifood enterprises in sustainable transformation. Finally, the study shares ideas about innovations related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. An important contribution of this work is to demonstrate the multidimensional and complex nature of the environment within which agrifood manufacturers do business, and the need for the public sector to harness their potential to reduce poverty through off-farm employment generation and to improve food security through the sustainable supply of affordable and nutritious food to domestic and export markets.

The methodology captures the multifaceted nature of small and medium agrifood enterprises (SMAE) business models, adding contextual insights to the literature and policy formulation processes on these small firms, which are often treated homogenously. The framework upon which the methodology is based links the business model of an SMAE to various policy areas including farmer-market linkages, decent employment (including gender equality and youth inclusion aspects), rural finance and investment, nutrition, food losses and waste as well as food safety and quality. This makes it possible to identify intervention areas that can help reconcile the commercial objectives of SMAEs with sustainable rural development outcomes. There is also scope for adapting the methodology to carry out further research on environmental sustainability and digitalization. Ultimately, more pertinent lessons can be drawn for policymaking purposes only by understanding the complex business arrangements of SMAEs and their interactions with the external environment, including the policy and institutional climate, consumer and supply base, as well as the community in which they operate.

There are few wage-earning opportunities for the 223 million unemployed or underemployed youth in developing and emerging economies.
