In recent years, food studies scholarship has tended to focus on a number of increasingly abstract, largely unquestioned concepts with regard to how capital, markets and states organize and operate. This has led to a gulf between public policy and people’s realities with food as experienced in homes and on the streets. Through grounded case studies in seven Latin American countries, this book explores how development and social change in food and agriculture are fundamentally experiential, contingent and unpredictable. In viewing development in food as a socio-political-material experience, the authors find new objects, intersubjectivities and associations. These reveal a multiplicity of processes, effects and affects largely absent in current academic literature and public policy debates. In their attention to the contingency and creativity found in households, neighbourhoods and social networks, as well as at the borders of human–nonhuman experience, the book explores how people diversely meet their food needs and passions while confronting the region’s most pressing social, health and environmental concerns.

This presents twenty specially commissioned case studies of farmer participatory approaches to agricultural innovation initiated by NGOs in Latin America. Beginning with a broad review of institutional activity at the grassroots, the authors set the case material within the context of NGO relations with the State and their contribution to democratisation and the consolidation of rural civil society. Specific questions are raised: how good/bad are NGOs at promoting technological innovation and addressing constraints to change in present agriculture?; how effective are NGOs at strengthening grassroots organizations? and how do/will donor pressures influence NGOs and their links to the State? This title is part of a series on Non-Governmental Organizations co-ordinated by the Overseas Development Institute. To complete this comprehensive review and critique there are two other regional case study volumes on Asia and Africa and an overview volume, Reluctant Partners?

This study analyzes the significance of new economic context in Latin America and the Caribbean for the design of policies for the agricultural sector. In addition, it analyzes and assesses recent trends in agricultural development policy in Latin America, to identify and synthesize new policy directions, and to highlight emerging challenges and avenues for policy innovation. The main conclusion of the study is that Latin American agricultural and rural development policy is at a turning point that will require bold new initiatives to improve the production performance of agriculture, reduce rural poverty, protect the natural resource base of the sector and ensure the political sustainability of economic growth. This will require a pro-active set of interventions designed at restoring the specificity of sectoral agricultural policy while maintaining consistency with the macro reforms.--Publisher's description.

Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America’s agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners. Nevertheless, public-private partnerships are not always the most appropriate mechanism by which to carry out R&D and foster innovation in agriculture. Sometimes, it is more efficient to organize research via participatory projects or through research contracts.

As a result of the regional debt crisis, most governments of Latin America in the 1980s entered into a process of profound policy change, from an import substitution oriented strategy to a focus upon export-promotion, with an emphasis upon market liberalisation. According to mainstream economic theory, the effect of this shift would be to favour agriculture. This book, with contributors from Latin America and Europe, surveys the results on agriculture of a decade of policy change, and to produce new and unexpected insights.
