Founded in 1983, China Nonferrous Metal Mining (Group) Co., Ltd. ("CNMC") is one of the earliest and largest global Chinese nonferrous metal industrial enterprises. It has investments and projects in 27 countries and trade networks in nearly 100 countries with a particular focus in Africa. CNMC has been exploiting mineral resources in Zambia since 1998, becoming one of most important copper industry enterprises in the country. In 2013, CNMC was included in the Fortune Global 500 for the first time ranking 482nd with operating revenues of 24 billion US dollars. In 2015, CNMC ranked 390th among the Fortune Global 500."We have always been committed to going global, noted" CNMC General Manager Luo Tao. However, confronted with intensifying competition in China and overseas, he and other CNMC leaders were particularly endeavoring to further develop its African businesses.
From multi-billion dollar investments in oil and minerals to the influx of thousands of merchants, labourers and cheap consumer goods, China's economic and political reach is redefining Africa's traditional ties with the international community. This text investigates the emerging relationship between China and Africa.
China, in the past five years, has developed a proactive global policy and is emerging as a new global power with particular focus on developing countries in Central Asia, Southeast Asia, Latin America and Africa. What is the role of Africa in China's emerging global foreign policy? In 1998, China's aid to Africa was $107 million. By 2004, it had reached $2.7 billion, 26% of its international assistance that year. In 2005, Africa-China trade reached $40 billion, 35% up from the previous year. China is interested mainly in four sectors: infrastructure projects, regional banks such as the African Development Bank, training of African professionals particularly in economic management, and institutions of higher education with the goal of establishing Chinese language programs. The human factor is also important. Chinese Diaspora is fast increasing. For example, in Zambia, it grew from 3,000 to 30,000 in ten years and, in South Africa, from practically none to 300,000. African countries constitute a new market for Chinese products. They also provide a source of raw materials. Today, the continent supplies 30% of China's import of oil and gas, Angola being the largest supplier with 522,000 barrels of oil per day to China. The last five years, Chinese oil companies spent $15 billion acquiring oil fields and local companies. The appetite for raw materials goes beyond oil and gas and China's foreign political strategy is primarily to solve its own domestic problems and protect its interests in the global arena. Will Africa be a pawn or a player in this emerging geopolitical game? Will China's deepening relations with the continent represent a new opportunity for African countries to negotiate a new partnership and skillfully use it to the best advantage of their citizens? These are some of the questions contributors to the volume have tried to answer by examining various facets of these deepening relations and underlining areas of concerns as well as the opportunities for mutually rewarding relations.

The rapid emergence of China as a major industrial power poses a complex challenge for global resource markets. Backed by the Chinese government, Chinese companies have been acquiring equity stakes in natural resource companies, extending loans to mining and petroleum investors, and writing long-term procurement contracts for oil and minerals. These activities have aroused concern that China might be "locking up" natural resource supplies, gaining "preferential access" to available output, and extending "control" over the world's extractive industries. On the demand side, Chinese appetite for vast amounts of energy and minerals puts tremendous strain on the international supply system. On the supply side, Chinese efforts to procure raw materials can either exacerbate or help solve the problems of high demand. Evidence from the 16 largest Chinese natural resource procurement arrangements shows that Chinese efforts—like Japanese deployments of capital and purchase agreements in the late 1970s through the 1980s—fall predominantly into categories that help expand, diversify, and make more competitive the global supplier system. Investigation of smaller projects indicates the 16 largest do not suffer from selection bias. However, Chinese attempts to exercise control over mining of rare earth elements may constitute a significant exception. The investigative focus of this analysis is deliberately narrow and precise, assessing the impact of Chinese resource procurement on the structure of the global supply base. The broader policy discussion in the concluding chapter raises other separate important issues, including the impact of Chinese resource procurement on rogue states, on authoritarian leadership, on civil wars, on corrupt payments and the deterioration of governance standards, and on environmental damage. Such effects may make patterns of Chinese resource procurement objectionable, on grounds quite apart from the debate about possible "control" of access on the part of China and Chinese companies.
In seeking to cultivate external relations with African countries, China has long stressed its commonly shared roots with African nations as a developing country rather than a Western state, and as such the symbolic attraction of China clearly reverberates with many African elites who seem to look on China as a positive development model. However, it should be noted that this has not been embraced solely by dictatorial or authoritarian regimes but in fact China’s approach to non-interference has struck a chord even with those democratically elected leaders in Africa. While such practices clearly benefit African elites, it is remains doubtful that they do so for ordinary Africans, although sustained analysis suggests that potential exists, albeit hampered by the modalities of governance on the continent. This book brings together experts on the topic to throw light on some of the more contentious aspects of the relationship. China has recently emerged as one of Africa’s top business partners, aggressively pursuing its raw materials and establishing a mighty presence in the continent’s booming construction market. Among major foreign investors in Africa, China has stirred the most fear, hope, and controversy. For many, the specter of a Chinese neocolonial scramble is looming, while for others China is Africa’s best chance at economic renewal. Yet, global debates about China in Africa have been based more on rhetoric than on empirical evidence. Ching Kwan Lee’s The Specter of Global China is the first comparative ethnographic study that addresses the critical question: Is Chinese capital a different kind of capital? Offering the clearest look yet at China’s state-driven investment in Africa, this book is rooted in six years of extensive fieldwork in copper mines and construction sites in Zambia, Africa’s copper giant. The China-Africa relationship has so far largely been depicted as one in which the Chinese state and Chinese entrepreneurs control the agenda, with Africans and their governments as passive actors exercising little or no agency. This volume examines the African side of the relation, to show how African state and non-state actors increasingly influence the China-Africa partnership and, in so doing, begin to shape their economic and political futures. The influx of public and private sector Chinese actors across the African continent has led to a rise of opportunities and challenges, which the volume sets out to examine.
